The rates are the same as those paid by regular sub scribers when transmitted through the mails. An Act requiring Post-masters to receive treasury notes in sums of live dollars and up-wards lor stamps and stamped envelopes. An Act for the sequestration of the es tates, property and effects of alien enemies, and for the indemnity of citizens of the Con federate States anti aiding the sauio in the existing war. The preamble of this act says: <- \Y hercas, the (Foveimuent and the people of the United Sute* have depar ted Irom the usages of civilized warfare in confiscating and destroying the property of the rcople of the Confederate States, of all kinds, whether used for military purposes or not; and whereas, our only protection agaiust such wrongs is to be found in such metis ores of retaliation as will ultimately indemnify our own citizens for their losses and restrain the wanton excesses of our ene mies : The act then proceeds to explain the way in which such sequestration shall be conducted. A resolution of Congress lias been ap proved, directing the Secretary of War, whenever practicable, to supply*the troops in the service of the Confederacy with well baked bread, also with rations of fresh vege tables, when the latter can be obtained at reasonable cost An act authorizing the appointment by the President, from cilvil life, of persons to till positions in the Staff of Generals who are recommended by the Generals. Au act providing for the appointment by the President of Adjutants of Regiments fir Legions upon the recommendation of the Colonels thereof. An act requiring the Secretary of War to receive aud forward clothes, shoes, blank ets, and other articles of necessity sent to the army by pnvate contributions. An act allowing chaplains iu the army the same rations as privates. \\ AsiiiNGTON’, Aug. 27.—Among the re cent arrests here are several ladies. Four naval officers who had resigned from the U. S. service have been arrested and sent to Fort Hamilton. Their names Lave been stricken from the roll. The special correspondent of the New York Ilcrald says the entire blame of the reeent Lexington (Ivy.) affair belongs to Breckinridge. [The affair alluded to, we presume, is tlie stopping of the arms and munitions which the Lincolnites were en deavoring to convey into east Tenuessee.— Kd. News.] The New York Tribune's special corres pondent says the Government is consider ing the propriety of organizing a detec tive police, with a view to the formiug of a complete net work of surveillance. The detective force of Washington has been increased by recruits from New York and Philadelphia. A lad}- from Beauregard’s headquarters has beeu arrested, and letters found on her person implicating prominent parties. All the mutineers, including those of the 2d Maine and the loth and 21st New York regiments, have been sent to the Tortugas. Mrs. Green bow, widow of the former Li brarian and Translator, has been arrested. Mrs. Senator Gwinn’s trunks having been examinid, traces of the Washington City fortifictations, drawn by some clerk, were found in them. Dr. Manning was arrested to-day. The New York Times’ special correspon dent says Mrs. Phillips, wife of Phillip Phil lips, the well known counsellor here, has been arrested. Mrs. Phillips, it appears, prepared to illuminate her house in bo ior of the victory of Manassas, but was dissuaded by friends from doiug so. Orders have beCn sent to arrest Mrs. Gwiuu at West Point. A regular Lieutenant by the name of Keinawell, who fought at Bull Run, has gone over to the Confederates in Missouri. The Federal foreign ministers, in their letters to the Department here, do not dis guise the fact that the Government has suf fered severely in the estimation of foreign governments by the disaster at Manassas. — They all concur iu the opinion that the de feat closes the door for conciliation. The special correspondent of the New York Herald says Washington is excited by the report that martial law is about to be declared. A committee from Roston has been here endeavoring to induce Lincoln to change his Cabinet advisers. The committee repre sents the capitalists, who will not risk their capital in Government loans unless certain secretaries’ heads come off. ■tattle ill Western Virginia. Gallipolis, Ohio, August 29—The bitllei pre viously reported in Hie t.'iocinnati papers as having lieen fought on the Kina whs, occurred at Cross Lane’s, near Summerville, on the 2ts'.h inst. The engagement was desperate and bloody. Colonel Tyler’s force, nine hundred strong, were surrounded at breakfast. Two hundred of that number arc missing. After a desperate fight, the Federals cut through and were badly scattered. The following Federals are known to have been killed, Capt. Dyer, Capt. Shertliff, Capt. Sterling, Adjutant L. Drfsrrcst, Lieut. \Varrears, Sorgeani di.jor Ting. The other field officers are safe. The Confederate force is reported at <RH> strong, including 400 cavalry. Their loss is also heavy. Richmond, Ya., Sept. 2. —President Davis has called Congress together on to morrow (Tuesday) to attend to some unfinished business. A quo rum of the members are still present. Congress will probably adjourn in a day or two. It is reported here that the ship o'on<lar from Liverpool, has ariived at lluaufort, North Caroli na. She was seen and chased by the blockading •quadron, but sately escaped. Vice-President Stephens continues at Manassas in attendance upon his si* k brother, Judge Linton Stephens.— Both are expected here on Wednesday.
