The following taw has been enacted by the Con
gress of the Confederate States of America:
LETTER POSTAGE.
An Act to prewibe the rates of Postage of in the
Confederate States of America and for other j
purpose*.

riod aa the Postaiaster-General may by proclama-
C n announce, there shall he charged the iollow
iug rates of pottage, to wit:

which information shall be asked for or communi
cated in writing or by marks or signs, conreyed
in the mail for aoy distance between places within
the Confederate States of America, not exceeding

tance exceeding fire hundred miles, double that
rate; and erery letter or parcel not exceeding
hslf an ounce in weight shall be deemed a single
Utter, and every additional weight of half r:

rave of two cents each; and ia all the loregoing
cares the postage must be prepaid by stamps ; and

Published oftener than bi-monthly shall be
charged as newspapers.
AnJ other periodicals, sent from the office of
publication to actual aud bona fide subscribers,
shall be charged with postage as follows, viz :
The postage ou the regular numbers of a periodi
cal published withiu the Confederate States, not
exceeding one and a half ounces in weight, ano
published monthly, shall be cents per quarter;
and for every additional ounce or fraction of an
ounce, JV cents additional; if published semi
, monthly, double that amount. And periodicals
published quarterly or hi monthly, 9hall be charged
j 2 cents an ounce; and regular subscribers to
; newspapers and periodicals shall he required to
I pay one quarter’s postage thereon in advance at
the office of delivery, unless paid at the office
where published.
Aud there shall be charged on every other news
: paper, and each circular not scaled, baud bill, en
i graving, pamphlet, periodical aud magazine, which
t shall be unconnected with any manuscript or writ
! tea matter, aud not exceeding three ounces in
| weight, and published within the Confederate
, States, 2 cents; and for each additional ounce or
j fraction of an ounce, 2 cents additional; and in
; all cases the postage shall be pre-paid by stamps
or otherwise, as the Postmaster-General shall di
rect.

Bound or unbound, not weighing over four
pounds, shall bo deemed mailable matter, and shall
t>e charged with postage, to be pre-paiii by stamps
or otherwise, as the Pos'master-Gencral shall di
rect, at 2 cents an ounce lor any distance.
And upon all newspaper*, periodicals and bools,
as aloresaid, published beyond the limit* of the
Gonlederaie States, there shall be charged postage
at double, the foregoing specified rates.
The publisher* o! newspaper.* or periodicals
within the Confederate .States, may send to and
receive from each other, from their respective
offices or publication, one copy of each publica- 1
lion, free of postage.
All newspapers, unsealed circulars, or other uu
•ealvd printed transient matter, placed in any
poet-office, not for transmission but for delivery
only, shall be charged postage at the rate oi one
cent each.
