NEW POS'I’AOE ACT. The folio win? law has enacted bv the Uott gress of the Conl'edente State’ of Aioerica: LETTER POSTAGE. An Act to prescribe the rates of Po j tage of in the t'oiifederale States ot America ami for other purposes. The Congress of tit** Confederate States of America do enact, Thar from and after such pe riod as the Postmaster-General may by proclama tion announce, there ha!l W charged the follow ing rates of postage, to wit: i.rm.**. For every single sealed letter, and for every letter in manuscript or pajtor of any kind, upon which information shall be asked for or cotnintini cated in writing or by marks or signs, conveyed in *he mail for any distance between phices within the Confederate States of America, not exceeding five hundred miles, five cents; and fur anv dis tance exceeding five hundred miles, double that rate; and every letter or parcel not exceeding half au outlet* in weight shall be deemed a single letter, and every additional weight of half” an ounce, or additional weight of less than half au ounce, shall be charged with additional single posuge. raau4.ni, mum- i.xvtkus, Ac. And other periodicals, aent from the oltiee of publication to actual and kw<i /fife subscribers, •hall Ite charged with postage as follows, viz. : Tbe postage on the regular nnmlMTs of a jieriodi cal published within the t’onfmlerate Stales, not exceeding one and a half ounces in weight, auo published monthly, shall be cents per qftarter; and for every additional ounce or fraction of an ounce, 2J cents additional; if published semi monthly, double that amount. And periodicals published quarterly or bi monthly, shall be charged •J centa an ounce; and regular subscribers to newspapers and periodical.’ shall be required to pay one quarter's postage thereon iu advance at the ofliee of delivery, unless paid at the office where published. And there shall be charged on every other news paper, and each circular not scaled, hand bill, en graving, pamphlet, periodical ami magazine, which shall be unconnected with any manuscript or writ ten matter, and not exceeding three ounces in weight, and published within the Confederate States, ieents; and for each additional ounce 01 traction of an ounce, 2 cent* additional; and in all eases the postage shall be pre-paid bv stamps or otherwise, as tbe Postniaflter-Uencral shall di rect. Hoots, Hound or unbound, not weighing owt four pounds, shall be deemed mailable matter, and sliali be charged with postage, so be pre'jmid bv stamps or otherwise, as the Postmaster-General sliali di reel, at 2 cents au ounce tor any distance. And upon all newspapers, periodicals and books, as aforesaid, published beyond the limits of the Confederate Mates, there shall be charged postage at double the foregoing specified rates. All newspapers, wise a led circulars, or other uu •ealed printed transient matter, placed in any post-office, uot for transmission but for delivery only, shall be charged postage at the rate of one cent each.
