in quiet times, and by knowing where the
vast excess of gold is hoanled in times of
panic. Gold is capricious as the human
spirit. It ia the currency of the ages.

This Is a small amount of specie com
pared to the vast sum figured out by Mr.
Wilson: it is cnly one-sixth of the gold
extant; only one-twelfth of the gold and
silver. If twice as much existed in the
fo-m of plate, jewelry, etc^ where was
the rest r Hoarded, it would seem, be
yond the reach of Jew or trader, or, as
my informant said above, hidden away
amongst the Jews and moner-seekers of
despotic and semi-civilized States.

of England. If it held merely mortgages
on land and houses, and there was a sud
den run upon it, its circulation would be
exhaust-*! ; but, as its loans are on busi
ness-paper, it has an elasticity of circu
lation ; for it can increase its currency
when there is most need.
**To show a relation between the
amount of currency and the needs of a
nation for it," mid the Marquis, finally,
•• is the problem of squaring the circle.
Thors is no limit to the amount of money
which a panic will not absorb. But to do
any banking upon a basis of paper which
makes no premise of redee inability in
specie, is to invite panics, and meet them
with new expansions, which will again be
absorbed in times of panic. That is the
difference between your merchants and
those of Europe. The American mer-
• chant would like the Government to help
him out of his need, without inquiring
about the legitimacy of the help issued.
But nobody cuts loose from a gold and
silver biwas in Europe without some dis
tinct understanding/'

financier of pretensions, and nothing
could alarm the owners of gold more than
