TSo delay of tho transactions has been
unavoidable, and only recently tho ar

Whatever may have been suggested
heretofore as to the programme, it can
now lie asserted that tho Virginius will
lie delivered to one of our naval vessels
within tho noxt ten days, at a Cuban port
in open ilay, and the surviving passon-
;;ers and crew will be transferred to a
United States ship at Santiago do Cuba
in an equally open manner.
TJio vessels to perform these services
will soon be, if they have not already
lieon, designated by the Secretary of the
Navy.
Tliis is the condition of alTaira to-night,
which lias served to inspire a hope of
continued peace with Spain, in order that
tho United State may continue to give
their moral support to the Caitclar gov
ernment in its efforts to establish a re
public.
Admiral Polo has lately received a com
munication from Captain-General Jouvel-
lar, in which there is no reference to the
subject of his alleged resignation.

special from l’nria, Divemlier Cth, says a
cypher dispatch from Madrid affirms that
tin* Cuban question is again grave. Min
ister Sickles to-day tendered his resigna
tion a i Minister, in consequence of a dis
agreement about tho Spauish complica
tions. This disagreement has existed for
sometime. It is understood t hat ip the
recent negotiations Secretary Fish acted
directly with President Castelar ignoring
Minuter Sickles and disapproving of his
imperative tone.
Tho Correapondonua says they have
bad frequent disagreements before.
There was almost a rupture with Mr. Fish
on tho occasion of the corrcspoodence at
tending tho remand of Uidwell from Ha
vana and the Hor.ard case, when Air. Fish
ignored Sickles anil dealt directly with
tiie Spanish Minister.
It is said in diplomatic circles that the
good offices of the British Minister ae-
n mplUhed a settlement, but now ; Mr.
rie-h'proposes further concessions. Sickles
resigns.
The Cuban auUiorities demand that
the Virginius be delivered at somo Span
ish or Porto Kioft port, at tho discretion
of Solerea, tho Colonial Minister—there
to await arbitration

is culminating in a Cabinet crisis.

Tho cause of the Cabinet crisis is the
charge that Castelar ponders to Amer
ica. The dangers of the situation here
spring from the astounding ignorance,
haughtiness and pride of the people. Tho
feeling is intensely warlike.
Monster Cuban Heeling.
Nsw York, December 7.—A meeting
win held in this city this afternoon, com
posed of prominent citizens, to arrange
for a mon dor meeting at Cooper Insti-
tut * next Friday night, to giro expres
sion to public sentiment with regard to
Cuban affairs. The list- ot Vice Presi
dents includes some of the first citizens
of New York. Addresses will bo made by
Rev. Dr. Tyng, Col,Morgan and others.

Madrid, December 7.—It is said that

prevalence of small pox and cholera.

to have resulted in the restoration of
harmony between the statesmen.

It contains a larger proportion of chemical elements suited for the promotion
of vegetable life, and especially of cotton, than any other fertilizer offered in the
