An amusing incident happened at
Washington on Monday, in connection
with a member of Congress who arrived
by tliu Baltimore and 1’otomac railroad,

was not quieted until the little one was

Legislation Needed.
Georgia, like every other State of the
Union, posies a great deni too many laws,
nml changes them too frequently; but
among them all none yet have subserved
effectually those vital cndi—tho . eurity
of person and property. As to the former
the record of homicides for the year past
has been a shame to the State. As to the
latter, there's not a neighborhood in
Georgia which does not daily groan over
vexatious I03SC3 by theft of tlmt kind
which rtrike, perhaps, the 11105), destruc
tive blow to a strand industrial economy
and condition. Plnnder from tho field,
the crib, the gin-lion?c, tho stock-yard—
petty pilfering everywhere sap the profits
of industry and dampen the energies of
the people.
Tho wholo country is dotted over with
pestilent little whi.-lry shops, which arc,
to a great extent, reeepticles of stolen
goods of all kinds—"fences," as Use cock
neys call them, and potential agencies in
tho work of public demoralization and
disorder — encouraging idleness, theft,
drunkenness and every crime in the more
illiterate portionof onr population.
The really vital necessities oi Georgia
lie in devising more effectual remedies
for those evils; but they seem to bo be
neath the attention of our legislators, who
cannot bring their minds down to such
littlo things 03 tho security of onr daily
meat and bread—tho protection of honest
men in the fruits of their labor. But
this is tho ABCof government—without
which there is no government worth a
straw, and without which no people can
proiper.
Now tho man or men who shall deviso
a practical legislative remedy for these
fundamental disorders will bo tho states
man of the General Assembly. Aud by
a practical remedy wc mean just what wo
say. Not raw-liead and bloody bones
legislation—not attempts to suppress
these petty crimes by excessive penalties;
but a sagacious, proetcaiblo scheme of de
tecting and punishing theft—and of sup
pressing those fence grog shops.
Pennsylvania Constitutional
Election.
The vote of the people of Pennsylvania
on the proposed new Constitution takes
placo next Tuesday, the lfitli instant,
and tho “Ring” say it will be defeated.
They have procured an injunction from
tho Supreme Court of the State, restrain
ing the commissioners appointed by nn
ordinance of tho new Constitution to su
pervise tho election in Philadelphia, and
havo put it in the hands of the Ring
*ain. Under this arrangement it is
supposed thnt the new Constitution will
bo suffocated by fraudulent votes.
A curious story couios across the ocean
of a shapeless bundle of rags found re
cently in a tree-top in tho South African
colony of Natal It is said to l>e one of
tho missing balloons which floated out of
Paris during the siege with a freight of
letters and dispatches—orders from tho
Government of National Defence to its
generals in the field, anil messages of
love and cheer, of sorrow and complaint,
from the suffering citizens to their friends
outside. Natal is about fivo thousand
miles distant from Paris, in a southerly
direction. •
Tux New York Herald publishes some
brand new nows about Mr. Stephens. It
says if he is offered a nomination for
President in 1876. it will not bo tho first
time a similar honor lias been tendered
him, “and that, too, by a regular Demo
cratic National Convention—a fact not
generally known in onr political history.’
The fact is certainly not generally known
in Georgia—at least we have failed to
find anylxvly who over heard of it before.
On second thought it occurs to us that it
might have been the Douglas convention
at Baltimore that extended the honor,
hut that was hardly “a Democratic Na
tional Convention” in the sense evidently
meant by the Herald.
It has become clear that England h in
fi r a very serious war with the Aslum-
ti es, and that this war cannot be carried
on in tho manner supposed—by tbe em
ployment of native troops—but that very
considerable numbers of English soldiers
must bo sent out to the Cape coast at
once. The first dispatch frees the new
English commander was oxpwted to ar
rive in England about tbe lf*th of No-
Yomber, and tho war department was pre
paring to send the troops which this dis
patch would demand without the least
delay. Tho season fee active military
operations in Africa opens with Decem
ber, and tho campaigw, if it is to be suc
cessful at all, should cwmamcc at that
date.
The Sai.xrt Law.—It is und erotsod
that tho House committee on tht > salary
question hare agreed oa a bill repealing
tho salary law so far as it affects mem-
bars of Congress, hut without any retro
active features. This will leave in force
the old law providing $WCO per annum
and ten cents per mile aa mileage for the
compensation. Tho question of the Pres
ident’s salary was discussed, but nothing
on tho subject is incorporated in the bill
It is arranged that by consent of the
committee Mr. Hale, of Maine, will offer
a resolution providing for an amendment
to tho constitution, providing that any
increase of pay hereafter shall not be re
troactive in its operation. The assent of
the Senate to the bill is very doubtful
Mr. Beek will offer his bill as an amend
ment. if Mr. Blaine will give him the op
portuuity to do so.
Tlio New Salary Hill.
Tho committee of tho House of Repre
sentatives which was appointed to pre
pare a bill to fix tho salaries of Congress

Judge Niblack, of Indiana, with some
trifling amendments. The couiuiittco
added a provision making the repeal to
apply also to the salaries of the Vice-
President and Speaker. By a vote of
four to threo tho committee refused to
make the repeal apply to the President’s
salary; by a voto of fivo to two tliey re
fused to make tho repeal apply to Judges of
the Supreme Court and employes of tho
Senate and House, and a proposition to re
duce the salaries of Cabinet officers was
defeated by a vote of four to three,
Vaccination.—-Wo learn that tho Board
of School Commissioners yesterday passed
resolutions requiring all pupils in tho
public schools who have not been vacci
nated recently to undergo tliat process
The schools will be inspected by tho City
Physician, and all needing it will be vac
cinated by him, except those whose pa
rents may prefer vaccination by the fam
ily physician. This is only a very proper
precaution. Wo do not apprehend tho
spread ef small pox in Macon, but never
rpoct to seo tho day when there will not
be more or loss of it about, and it i3 fool
ish in any body to neglect a measure of
personal protection which all experience
proves to bo efficacious in preventing the
contagion altogether, or of so mitigating
tho character of the diseaso as to make
it loss dangerous than measles. Every
man, woman and child in the city should,
therefore, be vaccinated, if he has not
been vaccinated within fivo or six years*

Macon, are held for postage in the Savan
nah post-office.
Messrs. W. McRae A Co. have relin
quished their lcoao of the street and su
burban lines of the Savannah, Skidaway
and Seaboard Railroad. They have been
losing money for some time, the receipts
falling far below the actual expenses.
Their lease does not expire until Janu
ary, 1877. The company will run these
lines hereafter.
Savannah cotton exports on Monday
footed up seven thousand four hundred
and twenty-one bales, valued at three
hundred and eighty-nine thousand five
hundred and thirteen dollars.
Thb Monroe Advertiser reports last
sale <lay in that county a lively one, and
much property sold by the Sheriff at much
better prices than the times warrant.
Foustth shipped 6,123 bales of cotton
from the 2oth of May to the 29th of No
vember. The railroad freights paid dur-

It is reported tbat the Russian govern
ment is constructing a submarine war
vessel of enormous dimensions. Two
thousand tons of iron have been employed
in umVing it. It is propelled by two
powerful air engines, will be armed with
a formidable ram, and will carry all the
means for fixing to the hulls of vessels
large cylinders of powder which it can
afterward explode by electricity. Two
gloss eyes will enable the crew to find
their way about, and they choose their
course at what depth they please below
water. '
A singular wedding was recently cele
brated very quietly at a well known AYest
End church, in London. Less than twelve
months ago, a lady obtained n decree for
dissolution of marriage against her hus
band in the Divorce Court. The divorced
husWud, not being satisfied with his de
feat, “went a-wooing” a second tiipe, and
last week was re-married to the wife who
had shown herself so determined to get
