In the Home, several bills on the sub
ject of tho Paclflo Railroads and Texas
Pacific Railroad, weru reported and miide

of May. A resolation for the final ad
journment of congress on the 10th of
Jana, was received from the Senate, and
taken np for action. A motion to refer
it to tbo committee on ways and means
was defeated by a large majority, through
a combination of anti-tariff Democrats
and tho Republicans, but final action
was staved off for the dsy by means of
dilatory motions. The adjournment
resolution cornos up again to-morrow.
Tho Committee ot Ways aod Moans
will vote on resumption and tho income
tax tc-morrow. The following is the
text, ot tbo bill, ns reported by the Senate
Finance Committoo:
An act to amend an act to provide for
the resumption of specie payment] and
for other purposes. That from and after
the passage of this act. United States
notes shall be receivable in payment for
United States band*, now authorized by
law to be issued, and on and after Octo
ber 1st, 187S, said notes shall be rcceiva-
bln for duties on imports, and
said notes in the volume in ex
istence of October 1st, 1878. shall not
bo cancelled or permanently hoarded,
but slinll bo reissuod and may be used
for funding and all other lawful purposes
whatsoever, to an amount not exceeding
in the whole the amount then m circu
lation, and iu the Treasury, aud the said
notes, whether then in the Treasury or
thereafter received, under any act of
Congress and from whatever source, shall
bo again paid ouj, and when again re
turned to tho Treasury they shall not be
cancelled or destroyed, but shall beissuod
from ti mu to time with like qualities;
and all that part of the act of January
14tb, 1875, ontitled an act to provide for
tbo resumption of apecto payments, au
thorizing the retirement of eighty per
centum of United States notes, shall
coase, aud become inoperative on and
after said October 1st, 1878.
Sec. 2. All laws and parts of laws in
consistent with this act shall he, and are
hereby repealed.

Burnside's bill removing the restric
tions on the enlistment of negroes was
indefinitely postponed by 38 to 17. The
motion to take up tho bill for tho relief of
Warren Mitchell, of Louisville, allowing
him $120,000 for cotton seized at Savan
nah, was defeated by 23 to 25—x strict
party vote. This is hnrdly a test case as
Mitchell was of tho firm of Mitchell &
Armstrong, and Armstrong was the fam
ous pork packer for tho Confederacy ear
ly in tho war, and the majority are dis
posed to resist his claim on this account.
Mr. Btuce, of Mississippi, presented
tho petition of citizen* of Mississippi,
praying for the refunding of the tax paid
on cotton during tbo years 18G5, lSGti,
1SG7 and 18GS, and that it be returned
to the Slates in which it was collected,
if not claimed within three year?. Re
ferred to the committee on finance.
Mr. Bruce said this question was of
considerable importance, and as to wheth
er tbo money should bo returned to the
States in which it was collectod, or to the
individuals from whom it was collected,
he was not now prepared to say, but he
felt sure it should be returned in some
form.

centres of interest is not reassuring. A
dispatch from Colcuttta of to-day's date
says: The Indian government has re
ceived orders to aend troops to Malta.
The following regiments are designated
to leave for that place: The 9th Bengal
Cavalry, 1st Bombay Light Cavalry, 2nd
Ghcorkse, 13thand 31st Bengal Infantry,
25th Madras Infantry, two regiments of
Bombay native infantry, two Bombay
field batteries, two companies of Bombay
sappers and miners and two companies
of Madras ssppsr?. The nativd infan
try will be brigaded with tbo British at
Matts. The Assistant Quartermaster
and Commissary Generals at Calcutta
have gone to Malta to arrange for the
reception of ths troop/.
A Constantinople dispatch of the 16th,
says the contest in the cabinet contin
ues.
Ahmed Ytfik Effendi, president of the
council of ministers, tendered his resig
nation on Monday, but withdrew It after
a long i:onferenco with the Sultan and
Safoet Pasha, president of the council of
the state, and tho refusal of Beouf Pasha
aud Meh,-met Kuehdi Pasha to accept the
premiership. Meheinet Rucbdi Pasha has
been appointed a minister without a port
folio.

Tweed's Obsequies—No Damon

Kxw Yoax, April 17.—None bnt the
family and personal friends were admit
ted to Mr. Tweed’s obsequies. The body
wo* enclosed in an oak casket six feet
foc.r inches long, twenty-two inehe- wide
and eighteen inches deep, covered with
black velvet. A silver plate boro the in
seription : ‘‘Wm. M. Tweed died April
12th, 1878; aged 55 3 ears.” The body
was dreased in a black suit. The fea
tures were life-like. The family consist
ed of Mr. and Mrs. Douglas, Mr. George
MeGinni* aod b wife and the yoaogast
daughter of Mr. Tweed, the two latter hav
ing only jnst arrived from New Orleans.
The venerable Dr. Prioe, of Staten
Island, who performed the marriage cer
emony between Tweed and his bride a
quarter of a century ago, officiated at the
servioe of the dead. After the Berviee
the relatives, pall bearers and a few
frleDds of the family followed the body to
Greenwood Cemetery.

The International Sonday School
Convention.
Atlanta, April 17.—The International
Sundav School Convention assembled at
tbe First Baptist Cbnrcb. About -100
delegates were present, representatives
of alt the States and Indian Territory and
the Canadian provinces. The conven
tion was called to order by Rev. Geo. A.
Peltz, of New Jersey, President of the
last international convention.
Tbe addresses of weloome were mads
by Mayor Angier and Governor Coiqnitt,
and response by Rev. John Potts, of To
ronto, and General Clinton B. Fiske, of
New York. The Committee on Permn
nent Organization reported unanimously
in favor of Governor Coiqnitt, of Geor
gia, for permanent President, and one
Vice President from eaoh State. Brief
reports of the Sunday-School work in
each State, was made. They indicate
great increase in the number of eohooli,
papils and teaobers. Tbe Executive
Committ o and StatiBtloal Secretary
meue full report?. To-night the Inter
national Sunday-School lessons were con
sidered, and a report of the oommittee
was lead. An address was made by Dr.
John Hall, ot New York, snd Dr. J. H.
Vincent. Tho attendance of visitors was

Democratic Caucus.
Washington, April 17.—The Demo
crats of tbe Honao had an earnest bet
harmonious osucus to-night. There were
somn twelve speakers. Colonel Blackburn
of Kentnoky, presided. Oa motion of
Mr. Wood, of Nsw York, when the ques
tion comes np to-morrown motion will be
made to postpone until tbe 25 :h of May.
Speaker Rsodall supported tbe notion,
and there was only one negative vote in
tbo canons. It was ordered to a oom
mittee of ten to be named by Mr. Clymer.
Washington, April 17.—Governor
Brown, Vice President of tho Texas and
Pacific Railioid Company appeared be
fore the House to-day, in argument to
sustain that company's title and right
to mortgage its property weat of Fort
Worth, as au indemnity to tbe Goverment
for its proposed guarantee of interest on
said oompany’s construction bond?.
Mr. Campbell, the attorney for a French
holder of bonds of tbe Memphis, Elpaso
and Pacific Railroad Company, had pre
viously alleged that tbe Memphis, Elpaso
and Pacific Company’s charter still exists
and covera the line from Fert Worth to
Elpaso and a considerable portion of that
already constrocted. He further alleged
that the foreclosure proceedings against
the road wero fraudulent and that any
extension of the Texas and Pacific west of
Fort Worth must be made under the
charter of the Memphis and Elpaso Com
pany.
Governor Brown produced tho legisla
tive record in evidence that the Texas
and Pacific Company’s charter rights in
Texas were derived directly from the
State. He showed that the Texas Pacific
Company had acquired foil and complete
title and right to contraot by purchasing
the property and franchises of the South
ern Pacific Railroad Company, a corpo
ration created by the Stale of Texas four
years before the Memphis {and Elpaso
Company was organized. This purchase
was specially authorized by the Texas
Legislature, and subsequently conferred.
The Texas and Pacific also purchased
the properly and franchisee of tho
Southern Trans-Continental Company,
another Texas corporation,which author
ized them to build from Texarkana weat
to Elpieo. He stated and read from the
record to prove that subsequent to these
purchases', the Texas legislature by its
act of May 2nd, 1873, confirmed these
purchase*, transfer of franchises, and di
rectly authorized that Company to con
tinue as well the construction of its lines
now in operation as the line from Fort
Worth to Elpato, and under this act the
Company cons’ructed 424 miles of road,
which was accepted by the State Govern
ment r.nd .and certificate* issued in ac
cordance with an act ot the legislature.
He read from tbe annual report of the
Company, dated August, 1875, giving a
full account of the properties acquired,
and showing that the Company had made
a purchase from the Msmphia and Elpa
so Company for the purpose of removing
any possible question as to its title to the
sixteen miles reservation, not its land
grant, which the Legislature had declar-

The Supreme Court of the United States,
however, had at that time decided the
claim to the reservation by the Memphis
and Elpaso company to be valid.
He showed farther that the Texas and
feoific paid to the Memphis and Ei Pa»o
the full value of tbe property acquired

from the franchise of the Memphis and
El Paso Company.
Governor Brown charged that the real
purpose of opening npon these old mat

tition the Court for leave to amend their charter
by striking out from »&id charter the following

1, “Which property shall not be divided among

the same.’' and by addins the following in lieu
thereof, “Said thirty aha. 1 be a joint stock Com
pany with a capital atocc of $500 divided into
shares of ten dollars each; said stockholder to
