Hr. President, Brethren end Friends—
I li»re never been called upon to dla-
jjjfge a more plea**nt eervice, or odo
arbieh oonferred bibber honor opon me
l!; , n the defy of the present moment.
Br tb* good people of this city, and I
iay, by every Christian parent In
Georg 1 * 1 b * Ta bocn commissioned to ex-
taod <o J oa * mMt cor ^‘** welcome.
Vie hope that we have a proper con
ation of this nnn-oel dignity which In-
Voll ts the ohsrset r of these delegates be-
f } . p me, at.'l of tL» sr.gn-t mission
traiab convoke* them. At this very bonr
k ll Christendom ie held in peinfnl sns-
nenM m to the probabilities of the assem-
tJij’ng of aooogies* of tbe great powers of
tbe earth, and wbat these mighty States
vtli decide npon the issnes of life snd
death which will come before them. The
gre»t heart of the world throba with deep-
Jf„ t emotion while ruling potentates are
decreeing what changes toast be made in
tbe map and destiny of nations.
Tc-daj with the worldly-minded snd
•orlJij'wi*** the great queation is, who
it >o bold tbe keya to two narrow cban-
ntlr of eater, and who shall be made
responsible for the government of a few
derolaUd and blood seated patches of
e*rth in the Balkan penininla.
How paltry, how insignificant docs all
Ihn exaggerated concern appear, by the
tide of tbe infinite and eternal interests
opoa which your congress is to take
omuitl. The craftiest wit of man—the
b. tt traioeil diplomacy of States, expend
throinelvca in artifice to make tho most
of the division of spoils wrenched from
the conquored and crushed. Yonr diplo
macy sesames that mankind is a great
brotherhood ; that the will of Ood, done
oa earth as it is in heaven, ia peace and
good will between men; that jnstice, and
truth, and mercy are the grand conser-
viton of human happineta and great
ness, and that the cheapest defense of
nstions i* to live void of offense to Ood
atd man. Bow much moral force—how
msny agencies—bow many prayers, what
stresuis of blood, wbat a flood of tears
beve been evoked by this idea of ruling
the world!
With varying auccets, but with con
stant aboit-comings, in practical results
tbe •*■ Of religious f.itl. is stiil at work
—itlll sighing, but still determined. One
truth wo stand npon, firm aa tbe rock of
sgi-s, and that ia the religion of the gos
pel of Christ. Uumanity in its necessi
ties cries ont for what this gospel oalffi
eta supply, and all over this earth it is
mourning or writhing because ita behests
are unregarded. Try as we may, we can
fital no substitute for its teachings or its
consolations. The effort has been made
times without number to get on with the
affairs of men by dint of intellectual
force, and the providence of meroly
worldly wisdom. But the social blight
which always and under every condition
of tbe experiment was sure to follow,
pleads tearfully against any further
trial. The autocrat baa mado the ef
fort to rule by human wisdom,
bora only of ' human experience
end appetites; tho public has tried It—
tbe mob baa tried it—and millions of
irlf-trnating bnt baffled individuals have
imitated this vain examplo. It all
comoa to this at last, vain ia tho help of
man—futile ia human reliance—bnt eter
nal aa the heavens, is God’s goodness,
justice and troth. Tho sublimeat aim of
tho human mind is the propagation of
this faith, and its grandest achievement
ia the turnout and earnest employment of
the means tinder God’s help to secure its
triumph. For my own part, I ask no
higher destiny for my own country than
these fruits will surely secure. I aa a
pxtriot at ,11J ready to accept for my be
loved people such a fortune as the meek
and lowly virtues of tbe religion of Christ
will evoke. For onr common country,
■ighing for an era of peace, I ask no
tronger bonds of union, no fratornity
more fervid or enduring than this gospel
love will inspire.
How is the world to feel the force and
blessedness of this divino influence?
Hero is a problem worthy of tbo solu
tion of nngels. Who ia to touch eocioty
with tho ancred and healing wand ? IIow
slmll we infuse into it more of virtuo
and of purity ? We look into ouraolves
and see bow much there is in us of evii,
aud hew little of good. IIow our race is
mar ml and scored over with nil manner
of error. IIow fixed our prejudice, bow
uuyielding our nature, wo sink in despair
at the prospect, anil exclaim it Is too
late, too lato to begin with these. But
God has given us a fresh revelation—a
new opportunity. In our children a now
humanity holds ont ita hand and appears
to us to begin one moro.
When (he prophet of old came into tbe
city of Jericho, they showod him tho
ktreaiu that ran by tho walls, and they
told him of those who died from thirat,
and of those who died from drinking
thane poisonous waters. Uo did not st-
tsnipt lo heal tbo stream as it flowed, bat
usds bis way into tbo mountain, where
ha fnued among tbo gorges the fountain
head uf tbe stream. Hore, be said, mast
we heal it. Ho pat the blessed salt into
tbe spring bead, and declared in tbo came
of Un> Lard, there shall no more bo in
tsem, death or bitterness. Tho growing
idea of tbo good men of this body is that
wherever n chil l on the earth is wbo can
be reached by yonr efforts, you will fence
him aronnd with a ihoneautl appliances,
yon will surround hitn with the holiest iu-
dnencea, yon will fill him with tho choicest
graces, and save him from the infernal
agencies that are bnsy at work for bis de-
•traction. Ab, hero is wisdom above tho
minds of men. Hero is diplomacy which
no earthly covert or oibel ever inspired.
With a provident forecast whiob goes to
the very fonndation of tho human char
acter, yon seek to pre-ooenpy tho oitadol
with Christian graces and heavenly vir
tue*.
It is not strange then, my friends, that
we lake yon by the band and bid you go
snd sit down with us undor onr own vine
and fig tree, and talk together of the joys
of heaven and of the family there.
How much mors worthy of our kindli
est and most gratsful welcome are those
who come among ns representing this
grand mission, than would be tho con
quering hero or tbo heir to thrones.
We bid yon welcome, then, as men
■vheso Christian hearts aro inspired by
the meekness and beneSeenco of the lov
ing Savior, who said, gaffer littlo chil
dren to come unto me. We bid yon wel
come as Christiana, whose labors would
take the youthful heart at its first dawn
of responsibility and present it a sacri
fice holy acceptable to God. We bid you
welcome as Christian brethren, who come
tx turn our hearts afresh to our children,
*ud to lay offerings of songs and prayers
upon our family altars for us and them.
We open oar doors and onr arms to yon ;
*e bid yon welcome to the kindliest greet
ing and warmest hospitality, and wo in
voke for yonr deliberations and your fo-
ture lives tbe blessings of omnipotence,
who smiles npon the humbliest effort
that is meant to bless the hambliest of
his creatures.

The analysis of E. Frank Coe, as published in Circular 51 ol Agricultural Bureau, we have ever
