flames spread rapidly, enveloping the en
tire structure. The Fire Deportment
rallied to the scene, battling bravely with
the flamer. They burned toward the
centro of the structnre, rendering it im
possible to reach them. About 10
o'clock No. 0 broke her pnmpe, leaving
only ono steamer and one hand engine at
work. Tho whole end of the block on
which stands the Rankin House was now
in flames. To add to the horrose another
fire broke out about ono block distant
which was evidently the work of an in
ccndiary. At one o’clock the otbar
steamer gavo out, and, with a heavy wind
blowing and two conflagrations raging,
made the situation ponlons indeed. Help
wav 1 requested from Macon and Mont
gomcry. At three o'clock the flames
were under control.

Foreign News.
Mu,aiu, January 4.—Juan Moncasi,
who attempted to assassinate the Ring
of Spain, was executed at 8:55 o’clock
this morning. At midnight the piieoner
mads his will, leaving his property to his
wife. At G o’clock ho attended mass.
and at 8 o’clock was led from prison and
conducted to a carriage, in which he was
conveyed to the scaffold, which he moun
ted without support, listening, mean
while, to tho admonitions of tho priest,.
Two battalions of troops were drawn up
around the scaffold, and an immense
number of spectators were present.

London, January 4.—The Viceroy of
India telegraphs under date of of Dec. 31
the details of the Ameer's withdrawal
from Cabul.
Tbe Ameer held Dmbah December 10,
when it was resolved that after the fall
of Ali Muajid and Peiwar no further re
liance could he placed on his troops or re
sistance offered. The Ameer therefore
concluded to seek Russian protection and
place his case before the European Con
gress. leaving his son, Yakoob Kahn, in
charge. Yakoob w:u released the eame
day and an oath administered to ldm that
bo should do as the Ameer directed. The
Ameer left Cabnl December 13tb. His
authority had almost disappeared.
A later dispatch from the Viceroy, un
der date of January 3d, says that a Cabnl
chief had written to General Roberts ten
dering his services. He says the Ameer
had gone to St. Petersburg.

They are of tbe opinion that the Union

Nevertheless, they report that its pros
eat tariffs do not appear to be extortion-
