Quinct, III,, October 17.—In tbe Mis
sissippi! River Improvement Convention
yesterday the majority report was dis
cussed. These resolutions set forth that
the improvement of the Mississippi and
its navigable tributaries is of paramount
importance, because the great bulk of
commerce and wealth is centered there.
That while, sinee the foundation of the
country, one hundred millions have been
expended on rivers and harbors not one-
tenth of that sum has been spent in the
Mississippi valley.
Tbny favor a reservoir system on the
waters of the upper Mississippi, whereby
tbe surplus of water may be stored until
low water; and then be utilized. Con
gress should probibit the oonstrnetioaof
private wharves and throwing dobris,
uinders, eta., which may form sand bars,
into tho Mississippi or its tributaries.
Private speculators should not be allowed
to profit by tbe improvements made by the
Government to the detriment of the pub
lic. and oities should not be allowed to
nse water power created by tbe improve
ment of rivers for local manufacturing
and mechanical purposes.
A permanent commission of three rep -
resenlativee from each Htate bordering
on the Mississippi river and its navigable
tributaries should be appointed by their
governors, to promote the improvement
of said rivers for oommeree so as to best
benefit tbe whole country.
The President of the convention should
select an executive committee of nine to
propose a memorial lo Congress, setting
forth the views of the convention—to
call future conventions—publish statis

niBSlsalppl River Improvement
Convention.
Quiscr, 111 , October 17.—The minor
ity report reads: “The object and pur
pose of this Convention are to urge upon
Congress the commercial necessity of im
proving the Mississippi. Missouri and
Ohio rivers, so that they be mads navi
gable at a low stage of water. While
this Convention recognises the paramount
importance of speedy and adequate im
provement of the main channel of these
rivers, we are of the opinion that sneh
a result should be accomplished on Its
merits, which are amply auffieient to
oommend it to the favorable consideration
of all reasonable men. This Convention
is opposed to unnecessary expenditures of
large sums in tbe improvement of un
important tributaries for the purpose of
j«nring an influence for the improve
ment of the three main rivers. Great a?
may be the necessity for the improve
ment of the main channels of the riven
named, that neeecsity should not be met
by tbe squandering of millions of dollars
on minor and unimportant streams.
Therefore. be it
£efebed,Tbat we, the Representatives
of thirteen States, in convention assem
bled, do hereby urge upon Congress tbs
importance of making liberal appropria
tioos for the three named riven.
