London, October 18—The Tima, In a
leading editorial article, after a review of
tba speech of Lord Salisbury at a ban
quet in Manchester last night, says:
Such is the substance of tbe vindication
with which Lord Salisbury is prepared
to appeal to the country, and it is stated
with a. force which the opposition will
find bard to repeal. They have de-
nonnoed our policy so vehemently that,
as Lord 8alisbary urges, their success at
the next election would naturally be ac
cepted by Europe as a sign that the
work of the present ministry was to be
undone.
He baa shown, in a word, that the in
terests ot Europe and not of a party wilt
he at issue when the country is appealed
to, and he has given good reasons for be
lieving that they have hitherto been
safe in his hands."
The Manchester Guardian in an artlole
on tho same subjeot eonemdes, "It is
nxaggeration of the tone this adoption of
wild expedient* to meet illusory dangers
which has justly alarmed the country. If
tbe security of tho empire be tbe objeot
we s 11 bave in view, it. is for tbe oouucry
to judge whether it is must likely to be
aobteved by aoeb measures, as by a more
caution* end le*a exciting method.”
