railroad, committed suicide last night by
shooting himself with a pistol. Cause ex

Boston, December 10.—Dispatches
from Augusta. Maine, asserts that a count
has been made by the Governor and
ronncil which will result in the delivery
of certiffcates to a sufficient number of
Democrats to give that party a majority
in both branches of the Legislature.
There is great feeling among the Kepiile-
Iicans owing to this condition of affairs.
An Adtertiarr special from Augusta says
the Republican majority in both branches
has Im-cii counted out—tlie Republican
members counted down from ninety to
fifty-eight—Democrats counted up from
sixty-one to seventy-eight. It is claimed
this is done on technicalities anil infor
malities in tlie returns.
Tin* Senate under the i-ount will have a
Democratic majority of nine. The Gov
ernor ami council count out three Sena
tors from Cumberland—one each from
York, l.iiKsdn and Washington, and I wo
from Andcmcoggiu. Tlie Democrats will
have a majority largo enough in tlie House
to give a quorum if none of the Repuldi-
eans take llteir seats. They have thrown
out tlie Republican Representatives from
Portland. Rath, Sami, Rockland and Lew
iston and other towns enough to make va-
eaneies in fourteen representative dis
tricts.
Portland, Me., December 10.—A
sjiecial to the Argu*, (I)em.) says the
council has not completed the canvass. A
Tew districts remain unsettled. It is ex
pected a n-sult will he readied by Wed
nesday. Democratic as well as Republi
can returns have been thrown out. It is
thought the House will Ini 77 fusion and
112 Republicans with 12 vacancies. The
Senate, lit fusion and 12 Republicans.

DksMoinks, Iowa, Decemlier 10.—An
engine on the Chicago, Rock Island and
Pacific Railroad exploded licr boiler at
Newton this morning, killing her engineer,
William Giblxins, and fatally wounding
the Airman, Alex. Jones. It is believed
to have been caused by a defective lmiler.

Mr. Windom offered an amendment to

colored people have been deprived of their
rights, to consider tlie expedience of ap
propriating for the use and occupation of
sura persons as may desire to emigrate
from their present 1 Rimes in order to se
cure their constitutional rights such ter
ritories as may be necessary. Ordered to
be printed anil laid on the table.
Owing to the large number of bills in
troduced yesterday (about 200) the read
ing of the' journal was not completed un

Mr. King, of Louisiana, offered a reso
lution for' tlie appointment of a select
committee of eleven, whose duty it shall
he to examine into the subject of tlie
srlectkm of a suitable rente for an inter-
oceanic ship canal to which all petitions,
memorandums and reports relative _ to
such canal shall be referred, and which
shall have authority to report at any time.

Caiattta. December 16.— General
Roberts telegraphs from Cabnl that one
mountain gun was lost during Sunday's
engagement. General Roberts estimates
iIk number of the enemy at 30,000.

thority in Afghanistan; but says rein
forcements are necesary to enable him to
act vigorously.
London. December 16.—The Indian
government has asked for reinforcements

New Orleans. December 16.—Steam
ship Hanover, from Bremen has brought
333 immigrants, mostly bound for Texas.

Washington, December 16.—The Sen
ate resumed the consideration of the bill
reported by Mr. Maxey, from the commit
tee.
After a slight amendment the bill pass
ed at 1:20 p. m. The Senate went into
executive session, and, when the doors
were opened, adjourned.
In the House the Speaker proceeded to
call the committees for reports. Money,
of Mississippi. Chairman of the Commit
tee on PUst-officBs, and Morse, of ^Massa-
dmsetts, presented a joint resolution, now
before the committee, providing for the
abandonment of legal tender.

Washington, December 16. — The
Senate in executive session to-day, con

for the mem district of Texas; Charles
Lemon. Collector of Customs for the dis
trict of Mississippi and George E. Bowden

The Senate committee on military
affairs, decided to postpone action on army
nominations, 110 in number, until after
Christmas.
Fatal Accidental Explosion.
London, December 16.—An acciden
tal explosion of blasting material occurred
in the Wilbemsgluce Saltmines, by which
twelve miners were killed and sixty were
injured. Disaster occurred from first at
tempt of the miners to open tlie door out
ward instead of inward, and the mine ex
ploded.
The Afganistan Crisis.
London, December 16.—The Timea in
a leading editorial this- morning says:
“News from Afganistan indicates beyond
a doubt that the crisis has been reached in
our military operations in that country,
and are more important than any tlirougli
which we have passed since the commence
ment of the invasion. Happily the posi
tion we occupy and the resources at our
disposal appear to render us lietter able to
meet this emergency than any which has
yet proceeded it, but our strength is being
tested more than hitherto. The statement
of the Central Nine* that the Indian Gov
ernment has asked for reinforcements of
5,000 men, to be sent out immediately, is
probably untrue, as tlie Viceroy of India
telegraplicd yesterday that lie had ample
forces at his disposal.
Hilled on tlie Track.
Augusta, Ga., December 16.—A man
named Martin was run over and killed at
Langley, near Augusta, this moruing, lie
was walking beside the track and sudden
ly stepped in front of the engine.
Senator Elected in Virginia.
Richmond, December 16.—Tlie Gen
eral Assembly to-day voted for a United
States Senator to succeed Senator With
ers, whose term expires Marcli 4tli, 1881.
Tlie vote was taken in the two House
(luring separate sessions. In tlie House
the nominees were Hon. Robert E. With
ers, General William Malionc and Gen
eral W. C. Wickham. The vote resulted
as follows: Malionc .Vi, Withers 40 and
Wiekliam 2.
In the Senate the only nominees we re
Withers and Malionc. Tlie nominating
speeches, which were marked by tlie
usual political criminal ion ami recrimi
nation, occupied the attention of the Sen
ate until 3.15 p. in., when a vote was ta
ken, resulting in Malionc 23, Withers 13,
Wiekliam 3, John W. Daniel 1. Tlie
joint vote was as follows: Number of
votes cast, 138; necessary to a choice, 70,
of which Malione received 70, Withers VI,
Wiekliam 5, and Daniel 1. Tlie two
houses will meet in joint session to-mor
row.

MIDNIGHT DISPATCHES.
The Tichborne Claimant
London, December 16.—The Attorney
Gcncral has granted a fiat for a writ of
emir in the case of Arthur Orton, other
wise known as tlie “Ticlibome claimant,”
on tlie ground that facts have been put lic-
fore him justifying tlie discussion of tlie
point whether Chief Justice Cockbume
should not have made two sentences of
seven years penal servitude, one of which
lias just expired,concurrent instead of suc
cessive.
The Washington Monument.
Washington, December 16. — Tlie
joint committee on the completion of tlie
Washington monument in tills city, sub
mitted a detailed report to tlie House,
allowing that the amount of appropriations
unexpended and available for carrying on
tlie work Is $100,000. To continue the
work till October 31, 1881, will require
$300,000 additional, and to complete the
shaft to the proposed height, 500 feet, will
require $677,221. It is estimated that the
entire work can be accomplished by tlie
spring of 1883.
The House Committee on Mississippi
levees to-day agreed to report to tlie House
a resolution authorizing and directing
them to make a trip down the Mississip
pi about the lOtli of November, 1880, for
the purpose of gaining more accurate in-

i Philadelphia, December 16.—Gen-
I eral Grant arrived here to-day, and was
received with the most demonstrative en
thusiasm. It is estimated that there were
30,000 persons in the line of the proces
sion, including the military force of about
7,000, and an equal number from the
Grand Army of the Republic. To-night
the city is brilliantly illuminated.
The Thayer Concert*.
On next Friday and Saturday evening,
' at Ralston Hall, the musical event of the
season will take place In the Thayer con
certs. The high merit of the entertain-
i ments will nodonbt fill the house, without
1 even the remembrance that the concerts
are also for the benefit of the Library.

Tlie bill introduced in tlie Senate to-day,
by Mr. Bruce, appropriating tlie interest
of $510,000 unclaimed pay and bounty of
colored soldiers to aid in the educatton.of
tlie colored soldiers, is similar to the bill in
troduced in tlie Senate by Mr. Bailey a few
days ago, except that Mr. Bruce's hill ex
tends the proposed benefits to twenty-two
colored schools and universities, located
in fifteen different States, while tlie bene
fits under Mr. Bailey’s bill, are conferred
upon only five universities and normal
Washington, December 16.—In the
House the Committee on Naval Affairs
to-dav, through Representative Gibson,
introduced a hill to amend an act to en
courage the establishment of marine
schools, so as to extend its provisions to
the cities of Wilmington, Charleston, Sa
vannah, Mobile, New Orleans, Galveston,
ami Baton Rouge. The bill was adopted.
The public lands Senate Committee to
day took favorable action upon tlie hill in
troduced by Mr. Paddock at the extra
session of Congress, providing for tlie pay
ment of what Ts commonly known as the
“five per cent, claims” of various States,
including Arkansas, Louisiana, Alabama,
Mississippi and Florida, whose enabling
acts of admission into the Union contained
a stipulation for the payment to them of
five per centum on all sales by the United
States of the public lands within tlieir
boundaries.
Tlie executive departments of tlie gov
ernment liave held that this stipulation
was intended to apply only to cash sales. 1
The States contend that it is equally ap
plicable to lands located under the vari
ous classes of military scrip and land war
rants issued by the United States from
time to time. The bill which was to^lay
agreed to by the committee (and subse
quently reported to the Senate) adopts
the latter view of the question, and di
rects tlie Secretary of the Treasury to pay
the claims.
Tennessee Legislature.
Nashville, Tenn., December lb.—
Tlie Tennessee Legislature met to-day in
extra session in accordance with the Gov
ernor's proclamation, to clothe the local
government of Memphis with additional
powers to execute proposed sanitary im
provements for the protection of the city
against yellow fever. The Execut ive mes
sage stated that the Legislature was need
ed to allow Nashville to make similar im
provements. Bills were introduced cover
ing all objects for which the Legislature
was convened.
