munication of a ; Mr. Q. L. Harvard, in relation to tho ar
rest of two persons, charged with uttering counterfeit
bank; bills,; in which communication, the following
language is used: “Had- our State’s-A tt<A jjejf'llone'hUf
duty, in prosecuting tin®, I. thiqkwe would have.had
no trouble in finding them^guilty of the charge.” Tlie
truth is,I did not and do not consider it to be the “duty" of
a ■^tate’s-Atterney” to prosecute every person oc any per
son arrested by a Magistrate’s warrant; but It beebines
his duty to prosecute upon a presentment ofthe Grand
Jury or an indictipent. X had nothing to do with the
parties. Mr. Harvard. deliveied tno one of the fifty dol
lar bills on the Georgia Railroad * Banking Co^at August
ta, that Imight test its genuineness at the counter of the
Bank- He made the proposition to settle the matter, and
after it was settled, lie voluntarily remarked., to Mr*

ation on Saturday of the final ratification' by Nicaragua
of the Cass-Yrisarri Treaty, negotiated In this city last

through Nicaragua is only entitled to the protection of

From the accounts before us it appears that tho revo
lution leader, and now President* of tbo Haytien Repub
lic, entered Port-au-Prince, the capital of Hayti, on tho
afternoon of January 15, without any opposition; his
forces surrounded the Emperor’s bouse, which contained
himself, femily and staff, whom Geffrard made prisoners;
but immediately and magnanimously transferred to tho
protection either French legation, lest- they should softer
from tbe violences of the' revolntionists. The capital
was illuminated that evening in honor orthe event, and
Gen. Geffrard addressed tho people from thp Exchange.
The revolution has been accomplished in about throe,
weeks; and was commenced under apparently most inaus
picious circumstances, Gen. Geffrard being at first joined
only by his son and t\ro others, one. of whom was not a
Haytien but a Frenchman. Wc taavo no authentic evi
dence that even one life has been lost In conflict, the re
volutionary general seeming to have relied mninly upon
the Emperors unpopularity and. the general; dissatisiac-
I tion for success in his movement; and in that he has not
been disappointed. Intelligence of the formal installa
tion of the President .has not yet reached ns, bat it will
.follow as & matter of course. ■ Let us hope that this time
the, Haytiens. will adhere to a republican form of govern
ment.

condemned to be judged before the High Court of Jus

which had "been conferred upon him—shedding innocent
blood profusely. Considering that General Solonqne hag
perjured the national fitith. in upsetting tbe institutions
by which he was invested with the authority, ho is in
consequence deprived of his privileges, for having: ■-
