eral Government, by which the public expendi
tures have been increased from, fifty to near one
handrod millions of dollars, and the public debt so
greatly enlarged, is a wrong that must be correct
ed and should be rebuked.
2. That the recommendations of the President
that Congress shall divest itself of ibe war and
treaty-making powers and confer them upon him
self, subjecting, at the snine time, the army and
navy to bis control, coupled with the proposition
for enormous appropriations out of the publio’Trea-
sury to carry out his views, are the most astound
ing that have-been'ever submitted to the consid
eration of the American people, nnd call for tbe
most unequivocal condemnation that the public
voice can pronounce^ .- In our relations with other
States we recognise all thosa international obliga
tions which opposiiiotiftts a member of tbe great
family of notions imp-mes oh u*, and we would
ever conform to the .requirements cf these obliga
tions. •
3. That we are opposed jo the doctrine of “free
trade and direct taxation,” maintaining thntre-
: venae sufficient fur an economical administration
of the.Government ought, to be raised by specific
duties on foreign importations; and, in adjusting
a tariff, we hold that it is the duty of Congress to
make such discriminations as will afford to Ameri
can industry the incidental advantages io which
it is justly entitled.,
4. That the public lands are held by thr General
Government ih trust for the benefit cf all the
States; that such ^deposition should be made of
them as will enure equally. to the benefit of all,
by a r diitntmtion oCthe proceods of tbe sale there
of; that Virginia,>ho gave most and has receiv
ed least, should .now be allowed to have . her just
proportion, and that any pnrty.. that opposes this
is opposed to the best interests of the State, &Dd

6. That, in respect to the Territories, we adhere
to the principles of the compromise measures of
1850. We repudiate the modern - doctrines of
"squatter sovereignty” and- “alien^enffrnge," and
hotd that to the inhabitants of Ihe Territqrifes,
who are lawful citizens of tho United States/ be
longs the right, when they come to’form a State
Constitution, to fashion tbeir domestic institutions .
according to their own pleasure, with the.privi
lege of admission into the Union npon equal terms
with the citizens of the other States whenever they
have the requisite population for one member of.

6. That by the unanimous endorsation of the
present Administration, the Democratic Conven
tion of this State lately held at Petersburg havo
assumed the responsibility of , all the errors .and
-misdeeds of which we complain, and upon their
party and their nominees the public judgment must
be pronounced. . .
.' 7. That the Hon. John Letcher, in his declared
willingness to divide this ancient Common wealth
for the purpose of exterminating slavery from the
section in-which he resided, committed an offence
wbioh is without justification, excuse, or palliation
and upon him we invoke thiLdeliberate. judgment
