Washington Nov. 12 —Th#re is some foun
dation for the belief tai Don N. Calderon de
|h Uirca, tie Spanish Minister, intends to a**
for his pa>i»poit# if hi« demand# bo not fu-y
complied with He h*« undoubtedly stated,
in eof.ver#Ntion with some of hi# friend#, that
he eipecti to be obliged to go home. Hi#
instruction# are to leave, and al#o to withdraw
ail the Spanish Consul# from port# in the
United State#, in the event of the refuaal of
thi* government to comply with the demand#
of Spain. Et ery thing, and even more, that
Spain require# ha# beau tendered to her, ex*
e>pt in regard to on# matter—the salute re
quired, upon the re nstatement of the Spanish
cousulate flair. The matter stands now just as
it ba» done for several days. The President
h>« the paper# before him and has given no
final decision upon the matter. Official inter
views and notes between Ml. Webster and
Mr. Caldero*, have occurred—Mr. Webstar
having made all the overture# that ha ha# to
make on his part, and having refuted to com
ply wi h the demand for the salute.
In our intercourse with the Barbary power#,
we have required the same thing that Spain
now demands of os. In the case of Mr. Carr,
Consul at Tripo'i, who had met with some in
aiding treatment from the Captain of the
Port, it was required that, when he returned,
h> flsg should ba saluted. Thi# was done,
and immediately after that ceremony, the
Tripolitan flag was saluted from an American
ship of-vrar. But in that case the outrage was
committed by a public officer who was, in
consequence of it, deprived of his command
by the Bey. In the New Orleans case, the
Spanish Consul’# cilice was assailed by an
irresponsible mob. He sustained no injury
fiotn any federal or local officer. No officer
is, at all events, amenable to this government
for the outrages that were committed. For
this reason there would bo no propriety in
directing a national salute to the Spanish Con
sular flag. The insult was not national, and
therefore it requires no national atonement.
All that the government can properly do i# to
denounce the act, and compensate the parties
for any losses they sustained, This will un
doubtedly be the jud ment of the coun ry.
If Spam ie mad enough to seek in thi# de
mand, a pretext for war, then this is a serious
matter. But this can ecarcely be the fact. It
may be some days yet bsfore a solution is
found of tt&y diplomatic difficulty, but the
be st informou'knd most judicious persons here
flunk that it wifi be settled.
R. J. Walker in Lssdon.— The Philadel
phia Inquirer remarks, that Mr. Walker Secre
tary of tho Treasury under Mr. Polk, is every
where known at one of the ablest men of his
party. He is now in England endeavoring
to negotiate a loan of 15,000,000 for the Illi
nois railroad, and offering to take 70,000 tons
of British railroad iron with a por'ion of the
loan. The London Standard says of him :
‘ The British Free traders are, no doubt, un
der great obligations to this gentleman. In
order to enable tnem to be the workmen, and
in “the workshop of the world,” he taxed
to the extent of 50 percen*. all the raw mate
r>l imported, and necessary for every branch
of native manufactures; and he did this with a
full knowledge, and, in fact, wi.h the acknowl
edgment, that the internal trade of his country
was then equal to ten times the value of the fo
reign ttale thereof!”
Melancholy Casualiy. —We learn from
the Edgefield Advertiser of Thursday, that
Mr John Srhumpert, an aged and rospeetable
d zen of Edgefield District, came to his dea.h
on the 4 h last., under the following melancho
ly circumstances. Us w tu on his way to
uiiitke', w ith his wagon heavily loaded with
co icu He had uot gone more than eight or
Dine miles front his residence, when the un
fjr;ui ate mishap occurred which ended his
life. While dr ving bis team himself, his sad
d e hots e commenced kicking and eventually
thr. w ihe old man over his head across the
lead, whan both wheels of the wagon ran
evei his body, crushing the • mull of his hack,
lit survived but a lew minutes and spoke
scarcely a word The deceased was f>9 years
of age.
Asti Slavery I missaries. —The Brittish
Aet Slavery Society have font over to this
country a Mr. Scoble, who is to lecture us on
the duty of putting down slavery Mr. S.
( ,' i better attend, in the first place, to the con
c; ion of the oppressed in his own country,
who ate infinitely worse off than the slaves
here; *nti then to tnc fact that, if he wishes to
pul down slavery, it is rather his duty to go
where there are slaves. South Carolina or
Mtis seippi would be a much better theatre
for nis philanthropic oiertious than New En
gland or New York. He would be then in the
hits of his duty. —Connetieut Courant.
