from tho tenor of tho American's remarks that tho
General Government was tho debtor of tiro States,
wlwn it U notorious that tlie latter owe the former
more than twenty-eight millions of dollars, which
have boon deposited with them. Tiro Treasury is
represented in tho nbovo extract to bo bankrupt,
when irtlte spirit and intention of tho law depositinr
tiro surplus with tho States had been observed, tiro
Treasury would now possess that surplus for which
tho States tint scrambled ami then having ubtnincd
jt expended it in public improvements, compel
led the General Government, the agent in ionunon

paper to make up a deficiency in the Treasury. We
know of no more unwise proceeding in legislation

day last, that he w as informed by one of tlio agents
of tho steam Nuvigaiun Company, that the new
steam packet ship British Qureu would bu despatch
ed from London on her first trip to this country,

and liberties of Philadelphia in the year 1838, was
5462. Three persons died aged between 100 and
110 years. Tlio number of deaths from old ago was
115—the number under one year was 1728—tho

died of consumption of the lungs 725—of mania n

in the month of November, viz: 296. The greatest
number in August, 790.

in England, sent loSavannah for Mr. G. B. Lamar,

now on tho stocks. Lyfurd's Price Current, from
which we gather this information, stales that “ each

ably upwards of 200 tons. They ore of very hand-

when every thing is in Their engines, winch have

AN ACT
To provide for the call of a convention to reduce
tlm nurnlier of the General Assembly of the *t*ta
of Georgia, and for other purposes therein
named.
Ser. I. Be it enacted by the Senate and If ante
of RepreienlnliveiJif the state of (Dorgin in ge
neral aurmbly met, and it ii hereby enacted by
the authority of the tame, That the first Monday
in April, eighteen hundred and thirty-nine, he, and
the same I* hereby designated nnd sot apart n» the
Jay nn which the citizen* of Georgia, qualified to
vote for member* of tlm Legislature, shall, ut the
several places nrescrilred hy law for holding such
elections, vote for delegate* to represent them ill
convention, lu nnmlier ennui to their rnprcsenlnthi
in both brnnrhe* of tlm General Assembly, accord
ing to their Inst census; such election to l« com
ducted, managed, and certified under the same law 1

Sec. 2. t And bt it further enacted, Tlmt it shall

certifying election* of members of the General Ai
sembly, ns aforesaid, within ten days lifter sarh

claring tlm result of such election, by notifying the
individual* severally elected to represent the good
people of Georgia in convention, ns contemplated

Sec. 3. And be it further enacted, Thai every

member reiurnvd as duly elected, shall, previous to
taking hi* sent in said convention, tuko tho follow
ing oath or nllirmntion, viz.:
1 do solemnly swear that I will not attempt to
add to or take from tlm constitution, or attempt to
change or alter any other section, clause, or article
of tlm constitution of the state of Georgia, other
limn tliosn touching tlm representation in rim Gene
ral Assembly thereof, und that I have Iwen n citizer

And uny person elected to a sent in said convention,

Sec. 5. And be it further enacted, Tlmt the mern-

House, for tlm purpose nf entering upon and con
summating tlm great objects of their convention, to

Assembly: shall hnvo power to prescribe their own
rule* und form* of buxines*; and to determino on
tlm qualification* of their own membprz; elect ne
cessary olficci*. and nmkn nil oiii'nis which they
may doom nundiicivoto tlm furtherance uf tlm ob
ject for which such convention shall nssemhle.
Sec. 0. And be it farther enacted. That it shnll
ha tlio rimy of his excollency tlm governor, to give
publicity to tho alterations und nmnidmunra made
in tim constitution, in reference to tlm reduction of
tlm nurnlier of member* 00mposing the General As-
lembly; and thn first Monday in October next, nf-
ter tlm rising of said convention, lie shnll fix nn for
the ru ificnlion by the people, of such amendment*,
uIterations, or new itniclc*. it* they may mnko lor

See. 7. And be it further enacted, Thnt It shall

S-c. 8. And be it further enacted. That so soon

wise appropriated; and nil laws and parts of law*
