tion has been tainted and rendered impure by the
partisan outbreaks that would justify such uu open
invasion of the sovereign rights of the people of

guised and unbought suffrage of freemen has over
smell rank, nnd was considered unwholesome air
for federal nostrils—this Now Jersoy.outrage is n

of making representatives. The constitutional

To day the bill in relatimi to tin* Central Hunk,
authorizing the sale of the Bunk Stork owned l.y the
State, ami appropriating the proceed* to thnt Hunk
as Capital Slock, came up for discussion.
Tito original hill provided thnt the Central Bank
slmu'd issue two to one on the lull* of other char
lured Hank* in it* vault*. Mr. Iltmter. of Crawford)
offered un amendment virtually nuilimiziug an issue
of hills by tho Central Hank equal no its Capitil
Stock without any reference to specie or hills of

Mr. Hunter, Mr. Mays, of Cass, Mr. Harrison
and Mr. Murphy.

nobis. It was carried, yeas 111, Nays Uo. Mr.
Ward, to tost the sunso of the House, then moved

former commissioner was opposed, if I am informed
