rica, in Congrcft affembud, That it any per
iod or perl«>i>», thall pm, place or load ou
any llrip, vrffel, boat or water craft, » r into
any cart, waggon, fled or any other carriage
or vehicle, with or without wheel*, any spe
cie, good*. war> * or mcrcl audize, with in
tent to export , tranfpnrt or convey the f.ini:
without the United State* or the terriiorin
thereof, to any foreign place, kingdom or
country, or with intent to convey the fame
on board any foreign (Hip or veil, 1, within
or without the limit* of the United State*, or
> with the intent, in any other manner, to
evade the idt* to which this act i* a fnpple
ment, all faeh ipecic, good* ware* and mcr
char.dze, and also the ihip, vclfel, boat,
water craft, cart, waggon, fl"d or any other
carriage, vehicle,cn hoard, or hi watch the
fame may be so put, placed or loaded a*
aforefoid, Ihall be forfeited and the pcrlon or
perfi n» so putting, placing or loading the
fame a* afortf id, and alio the aider* end
abetter* therein, shall upon conviction be
adjudged guilty of a high niifd> meaoor, and
fined a sum by the court htfore wliich a con
viction i* had equal to four tunc* the value
of such specie, gooda, ware* and merchan
dize. Provided, howevrr, i hat this ferti
on Ihall not be confbucd to extend to auy

complaint to the collector oC the dithirt of
