ot the United Siaces communicated, by

ON this firfl occaflon of meeting you, it '
affords me much fa’isfa&ion, to be able to
communicate the coninoercrmeot of a favor
able change in oar foreign relations; the 1
critical state of which induced a feflion of
Congrcfs at this early period.
In confluence of the provisions of the
a& interdicting commercial intercourse with
Great Bri-.ain and France, our minifteu at
London and Paris were, without delay, in
rtru&ed to let it be u derltood by the French
and Britiflt governments, that thi authori
ty veiled in the Eiecu;ivc, to renew com
mercial intercourse with their refpc< Uve na
tions, would be eiercifed iu the case fpecified
by that aiff.
Soon after these inftrucßi.-ns were dif
parched, it was found that the Britiflt gov
ern nent, anticipating from early proceedings
of Congress at their lalt session, the hate of
our laws, which has had the effeift of placing
the two belligerent powers on a footing of
equal reftridbons, and relying on the conci- i
