AUGUSTA, June 18.
FRANCE has at length clearly evinced
her designs towards this country, in term*
not to be mifunderfiood. In the outset of
her menftrous viol ,tion of tieutra! rights, fit*
commenced with the Berlin decree, a me;t
fure highly alarming to this cou'itrv. The
e.rliefl infiruclim.s were given bv our gov
ernment to General Arniftrong to demand
an immvdure etpl.nation, whether or not
that decree wn ip*cnded to operate on the
commerce of the United Sta "t—the answer
tctuined was favorable. Our government
u.as the more easily imposed upoii.in.hntich
as there was at that time an exifiing treaty
be* ween the two countries, formed ufton re
ciprocal grounds ; ai.d it could r.ut be pre
sumed up in Bight grounds that a facrcd trea
ty between Hates would be violated. The
period, howcv> r, soon arrived when we
were informed that a* there was no ex
ception in the body of the none
Would be made—that it would operate
equally upon all neutrals.
But at this time we were threatened with
new difficulties, the Rriiiffi Orders in Coun
cil soon loliowed, and then the French
Milan Deere*. Here the Government of
the United fctates was placed cxaOlly be
tween two fires—they were now con
vinced that each belligerent was determin
ed to force them into a conflict with the
other. In this Unnatural and e fcrraordina
ry condition of the world, the wilnom of the
United States was imperiously called upon
to devise fume honor.hie audfafe expedient,
to counteract the evils with winch they
v ere i hreatened. A n embargo was resorted
to, a meafurc wholy pacific and munieiple
ib its nature, but in it* operation ruofi severe
& cutting to the belligerents- fitch
was the extent of our commercial relations,
dirctflly and indirectly, that the whole
civilized world, was mure or less affec'cd
by its influence. It was at this moment the
government of the U. S. flood upon high
ground, & hy patience & forbearance on the
part of its own citizens, the embargo would
have elTcdled mere than the energies of the
whole nation engaged in a ftveti years war.
Butin confequeuce ot the tumult of an un
principled faction, and the want of virtue
and patience on the part of too large a p.ir
tion of our citizens—Congrtfs in a moment
of fright abandoned the embargo, and sub-
Aitutcd in its place the Non-lntercourfe—
then followed the arrangement made wit'.i
Mr. Erskine—Our citizens at this time be
gan to slitter themfeke* that their difficul
ties vver* nearly at an end, and commerce
would soon be restored to its usual looting ;
but aas ! bow dolnfivc the idea—the lki
tiih gov-rnment denis* the power of Mr-
Erskine to enter into any such arrange
ment, and it soon became tnanifeft to evt-ry
impartial mind that the arrangement, on the
part of Greai-Britain had no other basis for
it* foundation, but fraud and deception
The Britifli government now byway of
ffiewiug her am'cahle disposition and intentions,
fends out the famous F. J. Jackson, who ho
sooner lands in the United States, than he
insults the whole sovereignty of the nation,
and our government refused to receive any
furtLer communications threugh him, and
there his million ended. But to cap the cli -
max of all the indignities, injuries and in
sults offered to our country by the belli
gerents, the letter cf the French minister
to General Armstrong fiands highly con
spicuous on the lift—this Have of the tyrant
and scourge of the world, not content with
violating all bounds of decorum in di
plomacy—but mult put his mind on the
rack of invention, to find terms fufficientiy
opprobious for his purpose—he has dared
with profane and unhallowed lips to call
forth the blood that was filed by our brave
anreftors in achieving our liberties—in ef
fect we arc to'd. that we are no longer wor
thy of the character of free men—ls there
an American whose bosom does not burn
with indignation at tiie contumely and in
sult offered by this monster of depravity ?
We had fuppofjd that the measure of our
edamity w?sfull, but it seems we arc yet
to fuffer unheard of insults and injuries ;
hut the day of retribution we trust, is near
at hand, when our citizens will feel but one
common inrcrrft, and know no party but
their country ; when they will form one
great Collossus of liberty, whose aweful
tnij (ty, whilst it infpircs confidence at
home, will strike our enemies abroad, with
amazement and terror.

Philadelphia, May 31.
Yederday arrived l'ch’r
Adventure, Armdrong, 24
days from Laguira, and in
forms that on or about
the 20th April a lchooner
arrived at that port from
Spain bearing diipatches
to the governor of Carrac
cas, with information that
all Spain was in the hands
of the Preach, except Ca
diz. This news Hew be
fore the messenger, the peo
ple of Carraccas, the metro
polis of that part of South
America, (no doubt pre
pared for the contingency)
role and a bodv of them,
J
met the mell'enger, seized
his dispatches and carried
him to jail. They imme
diately after seized the go
vernor and commander in
chief at Carraccas, brought
him down under guard of
ioo men and put him on
board of a Spanilh brig ly
ing in port on bordof which
they put a few other officers
and lent her off; at the
fame time they took up the
lieutenant governor of Car
raccas, & the commandant
of La Guira, and eight days
after Ihfpped them off all'o.
The Spaniards ol Carraccas
and La Guira* with the
country round it, alio Bar
celona 6c lome other towns,
it was laid, had declared
themselves independent of
ail the world, with the pro
vilo, that if Ferdinand re
covered his country and
throne, that they would
then acknowledge him and
return to their allegiance.—
The people have appointed
a Junta, and new organ
ized the government.
The whole of this revolu
tion was put in motion so
luddenly, that they took the
Governor up in the ffreet
while walking for his pica
lure, not having the leatl
fulpicion of such an event,
and was accompliflied with
out the loss of a life or the
spilling of blood ; or any
further disturbance than sei
zing and flapping off about
8 or io of the prin.cipal civil
and military officers. After
this they laid an embargo
on all veffelsin port, which
in 8 days were taken off and
the velfels fullered to de
part. The populace at Hr A
seized the fch’r that bro’t
the dispatches, but the cap
tain of her telling a plausible
story, and that he wished to
flay among them, they took
off the guard, and in the
night the schooner dipt off.
It was said among the papers
of the government which
the populace seized, there
were found several that gave
them reason to believe that
the government of Carracas
was in the French interefl,
and had held a treasona
ble correspondence with the
French. The Spaniards
lcemeci very wrath against
the French, and seized eve
ry one they found in their
country.
