that a veifel had arrived at

mentioned that a new or

A letter from Liverpool,

tions, as a fadl, that Bona

ricans out of his dominions,

We are inclined to believe
neither of the accounts cor
red. It is probable the firß
originated from the order in
council which follow, for
capturing the fifliing veflels
of such nations.as exclude
Brittlh veflels.
This order has been spo
ken of as extending to the
United States, but we think
otherwise. British veflels
are now admitted to trade
freely at the ports as the U.
States.

his Privy Council, to order
and it is hereby ordered,
that all veflels which shall
have cleared out from any
port fofar under the con
trol of France or her allies,
as that British veflels may
not freely trade thereat, and
which are employed at the
Whale Fishery, or other
Fishery, of any defeription
save ashereinafterexcepted,
& are returning,or defiined
to return, either to the port
from whence they cleared,
or to any other port or place
at which the British flag j
may not freely trade, shall
be captured & condemned,
together with their Rores
and cargo, as prize to the
captors.
But his Majeßy is pleased j
to except from this order
veflels employed in con
veying Fish frelh to mar
ker, such veflels not being
fitted or provided for the
curing of fifh.
And it is further ordered,
that all veflels subject to the
provisions of this order as
aforefaid which have failed
on their present voyage pre

or reasonable time for no- |
tice thereof, shall be per

W. FAWKNER.
From an English Paper.
London, May 22.
The gentleman is return
ed from Paris, who was the
bearer, a ihort time since,
of difpatchesfrom Mr Pink
ney. He has brought with
him a new French decree,
relative to American com
merce ; the publication of
which has been as long in
contemplation as the 18th
March last, that being the
period at v.hich it is dated.
This measure was fuggelted
by the act of the American
legiilature, who forne time
ago decreed that all French
and Briti/h (hips entering
the ports and waters of the
United States fliould be lia
ble to be sequestered, £tc.
This mode of evincing the
impartiality of the Ameri
can government, towards
thofc of France and Great
Britain, has drawn down the
vengeance of Bonaparte,
who has ordered the con
demnation of all American
property, wherever it may
be found, that has or may
arrive in any of the ports of
I'ranee, or places to which
her influence extends; the
proceeds to be paid into the
hands of the French govern
ment, to be dealt with as
circumflances may require.
It is also dated, that the
lame measure has been re- j
commended to the northern
powers.
