Sir,
As the movements of the
army under my command
bince I had lalt the honor '
to address you on the Bth
inflant, have been of a ve
ry impoirant character, pro
ducing consequences serious
to many individuals ; eija
blifiling facts adually con
nected with the interelt of
the lervice and tie fefety j
of the army : and as I dand (
prominently refponsiblc for (
some ofthofe consequences
I beg leave to explain to you
sir, and through you to mv '
country, the situation and
circumfhnces in which I
have had to ad, and the
reasons and motives which
governed me ; and if the
rcfult it not all that might
have been wiflied, it is luch
that when the whole ground
(hall be viewed, I lhali cheer*
fully submit cd myfelf to
the judgement of my coun«
try.
In my Ltter of Bfh ind.
I apprized you that a crisis
in this campaign was rapid- I
ly advancing * and that (to
repeat the fame words)
“ #'ie blow mud be soon
flrud, or all the toil and !
ex pence ol the cam paign go
f«r nothing; and worle than !
nothing ; for the whole will |
be tinged with disbon- i
or.”
Under such impressi >ns,
I had on the sth iniLnt
written to Bric r adier general
Smyth, of the United States’ i
forces rrquefting an inter- !
* view with him, major-gen
eral Hall and the comman-
of the United State*’
regiments, for the purpose
of conferring upon the fub
iett ol future operations.—
I wrote major-general Hall
so the fame purpot. On the ,
mh, I had received no an
swer hom gen. Smyth ; but
No. 21 3
in a note to me of the loth
general Hail mentioned that
general bmyth had t,ot yet
then agreed upon any day
for the confutation.
In the tncan time, the
partial iuccefs of Lt. Elcott,
at Black, Rock (of wh'c
however, I have received
no official informtion) be
gan to excite a rtrong dis
position in the troopspo nCt.
This was exptefled tome
thiough various channels in
the shape of an alternative :
that they mu ft have order*
to ad ; or at all hazards,
they would go home. X
forbear here commenting
upon the obvious c< nle
quences to m* peilonaily, of
' withholding my orders un
der Inch circumitances.
I had * conference with
as to the possibility
of getting some person to
pass over to Canadaand ob
tain correct information.—
On the morning of the 4th,
he wroie to me that he had
procured the man who bo»e
his letter to go over. In
ductions were given him j
he puffed over—obtained
such information as warran
ted an immediate a tack.
This was confidentiaJly
communicated to several of
my firil officers and pro
duced great Z'al to act j
more especially as it might
have a controimg efFeiff up
on the movements at De
troit, where it was fjppof
ed general Brock had gone
with all the force he dared
spare from the Niagara fron
tier* T». belt preparation*
in my power were therefore
made to dislodge the enemy
from the Heighrt of Queens
town, & p dless ou r felve* of
the village, whee the troopr
might be (heltered from tha
dbtrelfing inclemency of the
weather.
Lieut. Col. Fenwick’*
flying aitillciy, and a de
tachment of regular troop!
under his command, were
ordered to be put up in season
for Fort Niagara. Orders
were al'fo sent to gen. Smyth
to fend down from Buffalos,
such detachment of hi* bri
gade as exuhng circumstan
ces in that vieinity might
warrant. The attack was
to have been made at 4 o'-
clock in the marning of the
nth, by crossing over in
boats from the aid Ferry op
posite to the Heights. To
avoid any embarrafTment
in crossing the river (which
j* here a lheet of violent
eddies) experienced boat
men were procured to rake
tiie boats from the landing
below to the place of em
barkation. Lieut. Sim was
considered the maa of grea
test skill for this service.
He went ahead, and in the
extreame drakntfs, pa fXtd ,
