The steamship Arctic. Capt. Luce, arrive ! at New
York on Saturday. She left Liverpool <>n the loth
July, anil brings four days later dates tlian the Kuropa.
Liverpool Cotton Marke!.
Milligan's Cotton Circular quotes the sales for the
last four days at 20,001* bales. The demand was ac
tive, and Fair Orleans quoted at 6 7-8*1.; Middling
Orleans at 0 l-Bd.; Fair Uplands at 0 5-8.1.; anil Mid
dling Uplands at fid. Speculators took 2,000 and Ex
porters 0,000 bales.
Political.
Count Nesselrode has issued a circular more menac
ing than the one previously received, saying Russia oc
cupies the Danubian Principalities because the French
and English Fleets are in the Dardanelles, and inti
mates that flusna will refuse all conciliation until the
Fleets are withdrawn ; expressing a willjugness, how
ever, to evacuate the Principalities, when her demands
are fully complied with.
This has opened the eyes of all Western Europe,
and public opinion demands a decisive settlement of the
question.
A belief prevails, to a very great extent, that Russia
is otdy attempting to gain time, in order to render her
position more impregnable.
Former dispatches, announcing a pacific tendency of
affairs generally, are regarded as simply ridiculous.—
The latest report says that a moderate note had been
sent to St. Petersburg, from France and England, to
which a reply was expected about the 20ih .Inly.
The Paris Bourse keeps firm.
The late plot against the life of Napoleon, at the
Opera, proved to be quite serious—indeed the con
spiracy was unrivalled. Many persons have been ar
rested arid placed on trial.

Arrival of the Steamer Asia.
New York, duly 20, 1853.
The steamship Asia arrived last night, with Liver
pool dates to the 15th.
Tier news of the cotton market is cheering, indicat
ing a slight improvement in the better grades. The
sales of the week at Liverpool amounted to 45,000 bales,
of which speculators took 4,000, and exporters 10,000
bales.
Fair Orleans are quoted at fi 7-8 a 7d ; Middling Or
leans, 6 1-Sd; Fair Uplands, fi 5-8d ; Middling Up
lands, tid.
The demand was fair and holders firm, with mode
rate sales to the trade. Fair and good fair qualities
had improved most. The triple at Manchester was un
changed. Rice had improved in value and demand.
Sales of Carolina reported at 25 shillings.
The Havre market was more active. Sales of week,
15,000 bales. Paris dates to the 1 Ith, P. M., report
that stocks and money at the Bourse had been firm
until near the close of the day, when a panic arose in
regard to a rumor that the Austrian squadron had been
ordered to the Baltic.
The news from Russia and Turkey docs not differ j
from that received by the last arrival. Negotiations are
still progressing, and the Russian officers are sending
for their wives to spend the winter with them in the
Principalities. Advices from Vienna seem to regard
the whole question as settled.
Commodore Stringham, at. Smyrna, had placed the
Austrian brig of war under the guns of the St. Louis,
for the purpose of preventing her from carrying off
Costa, the Hungarian refugee, to Trieste.
An interview had taken place between Mr. Marsh,
American Charge, ana the Austrian authorities, and
the whole matter was deferred until advices were re
ceived from Viennim and Washington. Two Austrian
ships had been sent to Smyrna to watch the St. Louis.
Montchoshel Stephenson and Jackson, members of
Parliament, arrived in the Asia.
The announcement at Halifax, that the American
fishermen had arrived, caused great excitement, and
meetings were held at St. John’s declaring thal unfet
tered commercial intercourse with the United States, is
necessary to the prosperity of the British Provinces.

New York, July 29.
The steamship Georgia, has arrived from California,
bringing later dates, and a considerable amount of specie.
The Georgia reports that an attempt, had been made
to burn the town of Aspinwall.
A serious tire had occurred at Cruces, which destroyed
about sixty buildings.
Bolivia is reported as making active preparations for
war.
Mortality on Shipboard.
Norfolk, July 29.
The Ship National Eagle, from New Orleans for Liver
pool, off Capes of Delaware, on Wednesday last, is re
ported to have lost her mate, the captain’s wife and seve
ral of her crew, from Yellow Fever, and the captain was
found to be dangerously ill from the same disease.
Disappearance of the Fever.
Philadelphia, July 29.
The ship fever which prevailed on South Wharves for
a few days has nearly disappeared, only one death since
Wednesday.
The Schaumburg Case.
Washington, July 29.
The jury in the case of Schaumburg, for shooting Ful
ler, being unable to agree, were discharged.
Thomas Massery, ot Alabama, has been appointed
Secretary of Legation to the Chilian mission.

The one million of dollars subscription by the <*ity of j
Mobile to the Girard Railroad, has been confirmed by a
vote of the property holders of the city, by a vote of
four hundred and fifty-eight in favor of the subscription
to thirty-three against it.
IT. O. BREWER.
The unanimity and promptness of our sister city, is
worthy of praise and emulation on our part. This
subscription is disencumbered of all restrictions and
limitations, except that assurances must be given that the
road will be finished in three years, and a few provisions
in respect to the location of the depot, fce.
What has the council of Columbus done to respond
to this liberality? We call for prompt and decided
action now.
Baltimore, July 21.
Cholera. —There seems to he no doubt, of the fact
that the cholera is raging in the western part of Mary
land, with considerable fatality. There have already
been fifty-five deaths in the little town of Williamsport,
and it is now spreading in the country around. It has
also broken out at Emmitttsburg, where there were six
deaths on Friday and Saturday last; and there have
also been some deaths at Meehanicsburg, in Frederick
county.
Mr. Soule and his Mission.
Washington, July 27.
Mr. Soule in reply to some remarks of Mr. Davis
from Mississippi the other evening, characterized his
contemplated mission to Spain as one of justice and
conciliation.
The Gardiner Trial.
Washington, July 28.
Yesterday the Counesl for Gardiner asked for a con
tinuation of the trial, on the#ground that the Mexican
Commissioners had not returned. This the court re
fused, stating that the Commissioners were daily ex
pected.
The China Mission.
W ASIIINGTON, July 28.
L R* J* Walker is now here, and is expected to leave for
China aliout the middle of August.
The Fishing Squadron.
Washington, July 28.
It is now expected that the squadron s**nl to the North-
East coast will remain on the fishing ground until the
question is finally settled.
The Philadelphia Fugitive Slave Case.
Biltimoiie, July 27.
Marshal VV ynko.*p escaped Irom Philadelphia with the
fugitive slave to Harrisburg, whence he w.ll proceed to
Baltimore.

Baltimore, July 27.
1 !ie brig Salem has arrived, and brings’ advices from
Luenos Ayres to the 4th of June. Tilt* siege was still
continued, and many skirmishes had taken place. The
National Congress of Santa Fe had adopted a Constitu
tion for the Confederated provinces similar to that of the
United States, which had been accepted by Urquiza, hut
not by the Buenos Ayreans. Flour was worth from slO
a 12*.

sia published his manifesto to the nation.
Os three things, one. Hither Austria enters the
north we.stefn provinces oj the Ottoman empire, with a
secret understanding with Russia, that the two ties
potic powers shall despoil Turkey of the dominion and%,
independence guaranteed to her hy the great powers j
in 1841. Such a resolve would he fatal to the peace j
of Europe.

their peace, and hinder any disturbance.*? between Chris
tians and Turks, whose religious feelings are at this mo- ;
ment so strongly worked upon. This would he an

j The undersigned ooutposing the Second Panel of tlio
I Grand Jury, svli*et*d and sworn for May Term, 1853, of-
Muscogee .Superior Court, make the following present
ments :
We have given the Clerk’s office of the Superior Court
a cursory examination, hut sufficient to satisfy us that some
by the proper authorities should be taken to have the
business <>| the t slice brought up and completed. We were
shown a desk containing a large number of papers consist
! j r| g mainly ot Declaration*’ which have not been put up in
i ‘i erm Bundles and properly filed away, and which are sup
j posed not to have been Recorded. We are informed that
j they have been in this condition for many years.
We learn that a large portion of the Executions issued
I lrom the office have not been returned by the proper officers
and there is no evidence on the Books in many cases of
satisfaction where it has been made. We think it best for
! the saiety of party defendants that this should be done, as
| widows and orphans are not securely protected against
| them, whosd fathers and husbands have paid them, unless
| the Records contain evidence of satisfaction.
| This defect ought to he provided for, and we request the
Inferior Court to employ some fit and proper person to |
j Record the entries oi satisfaction or otherwise on the b.’xe- j
| e.utions that may le in office where it has not been done (
land report the mi-Hug cases to the next Term of this Court, |
i that such proceedings may he had, as to the Court may
j seem best.
j We learn lliat sevj*ral Judgments and cas33disposed of

Wo have also had under consideration the subject of the
j establishment of a Kqiarate court of Criminal Jurisdiction

“Term, and recommend an alteration of the Constitution for
• the purpose. We are confident that such a couit is greatly
j needed for this county where the Criminal Law should be
• speedily executed, both on account of the public good, as
I also lor the benefit of the accused. The heavy expenses of
j Jail confinement are oppressively felt by the county and it
! often happens that the innocent victim of prosecution has to
j submit to a long time of impri.-onment to the. detriment ot
his health and liberty in consequence of his not being able
ito give security for his appearance at Court. The certainty
jaud not the severity of the punishment is the best policy, in
; the administration of’the Renal Law of the State; such a t
I Court would lessen the chances ol escape, and better secure
I the .attendance of Witnesses. The accused has guaranteed to
j him under the constitution a speedy and fair trial ; such a !
1 court could give it.
| We find by reference to the Law on the subject of ne- |
; groes hying on lots or farms, that a number under Ten is ‘
