Pennon Lift, was prefented to
the houfe and read.
• On motion that this petition
be referred to the committee of
claims, Mr. Gregg oppofed the
reference, on the ground that
the prayer of the petitioner was
barred by the Statute of Limi
tation, and that as the commit
tee was bound by that Statute,
th e y would of courfc report
againd the petition. That there
fore the houfe, in order to lave
time, might as well decide on
the cafe without referring it.
The motion cf reference final
ly prevailed.
The Petition of Nathaniel
Holmes was prefented to the
houfc and read, praying to be
.allowed certain cxpences he
was at in preparing and march
ing a detachment cf militia to
Trenton in 179 y—Referred to
the committee ot claims.
Mr. Nicholas from the com
•mittee to whom had been refer
red two refclutions, propoftng
amendments to the Conftitution
of the United Starts, in relation
to the election of prefident and
vicc-prefidenr, and of members
of congrefs, made a report on
that fob] eft, which was icad,
direfted to be printed, and com
mitted to a committee cf the
whole houfe.
This report is lengthy, and
concludes with a refolution, that
it would be inexpedient to alter
the conftitution in either of thefc
icfpefts.

the Houfe yefterday by Mr.

counting the votes cf prefident
and vice-prciidcnt, and of noti

time, place and manner of admi
niftering the oath of office to the
prefident was taken up, adopt
ed, and a committee of five ap
pointed.
