This is not a folitary inftancc
bf the mifmanagement of fome
of thofc gentlemen entrußed
with the direction of PoR-Of-
Rces ; the numerous complaints
from all parts of the union, as
well as the difappointtnents
which the Editor has himfclf
experienced, feem to denote that
there was “ fomething rotten in
the Rate of Denmark.” But times
are now altered, and a reform in
this Department, as well as fome
others, equally abided, may be
cxpeCled as one of the firft con
fluences of the energetic Ad
miniftration of Mr. JefFerfon.

ons declared by the Prcfident
of the United States, on the
ryth day of October, 1791, for
regulating the materials and man
ner of buildings and improve
ments on the lots in the CIXT
of WASHING I ON, it is pro
vided, “ that the outer and par
ty walls of all houfes in the
faid city, (hall be built of
c< buck or /tone*,” —And by
the 3d article of the lame terms
and conditions, it is declared —

“ be higher than forty feet to ,
“ rlie roof, m any part of the
“ City, nor fliall any be lower
“ than thirty-five feet in any of
“ the Avenues.” And whereas
the above recited articles were
found to impede the Rctlement
in the City of mechanics and
others, whole circumllunccs did
not admit of ere fling houfes

ons ; for which caufe the Preft
dent of the United States, by a
writing under his hand, bearing
date the 25th day of Jline, ’s6*
fufpended the operation of the
laid articles* until the 1 ft Mon
day of Decern her, tBoo—and the
beneficial effects arifing from
fuch fafpcnfion having been ex
perienced, it is deemed proper
to revive the fame. Where
fore, I THOMAS JEFFER

States, do declare, that the ope
ration of the ißand 3d articles
above recited, fhall be, and the
fame is hereby fufpended, until
the iR day of January, 1802,
and that all the houfes which
fhall be ere ft eel in the laid City
of Wafhington, previous to the

conformable in other r'efpefts to
