That lb much of the duties on merchan dize and tonnage, as, together with the monies, other than furplufles of revenue, which now/ conftitute the finking fund, or fhall accrue to it by virtue of any provisions heretofore made, and together with the fums annually required to ciif charge the annual intereft and charges accruing on the prefect debt of the United States, in cluding temporary Joans hereto fore obtained, and alfo future loans which may be made for reimburfing, or redeeming, any inflalments, or parts of the principal of the laid debt, will amount to an annual lurn cf frven- millions three hundred thou Lad dollars, be, cud the fam< hereby is yearly appro pnaied to the faid fund j and the laid fums ate hereby de clared to be veiled m the com mit, oners of the finking fund, in the fame manner as the mo nies heretofore appropriated to the laid fund, to be applied by the laid commiffi mers to'the payment of intereft and charges, and to flic reimburfement or redemption of the principal of the public debt, and fhall be and continue appropriated until the whole of the prefect debt of the United States, and the loans which may be made for reimburfing or redeeming, any partis or inflalments of the prin cipal cf the faid debt fhall be reimbui fed and redeemed 1 — Provided, that after the whole of the laid debt, the old fix per cent, flotk, the deferred flock, the ieventeen hundred and ninety-fix fix per cent* flock and three per cent, flock excepted, flrdl have been reim bune 01 redeemed, any balance of me flans annually appropri ated by this aft, which- may remain unexpended at the end of fix months next fucceedu.g the end of the calendar year to which Inch annual appropriation refers, fnail be carried to the lurplus fund, and ceafe to be veiled by virtue of this aft in the commiflioners of the fink ing fund, and the appropriation lb far as relates 10 luch unex pended balance, fliaii eeale and determine. And he it further enabled, That it fhall be the duty of the fecretary of tire titalury annually, and in each year, to caufe to be paid to the commiflioners of the finking fund the faid fum of leven mil lions three hundred thoufand dollars, in fuch payments, and at fuch times, in each year, as the fnuation of the treafury will permit: Provided, that all fuch payments as may be neceflary ro enable the faid commiflioners to dilcharge, or rtimburle, any demands againfl the United States, on account of the prin cipal or intereft of the cleb r , which fliaii be aftually due, in conformity to the engagements of the faid Bates, fhall be made at fuch time and times, in each year, as w ill enable the faid commiflioners faithfully and punctually to comply with fuch engagement! Sec. 3.
