BE it enacted hy the Senate and Houfe of Reprefentatives cf the United States cf America, in Cengrefs affemhled , That the comptroller gf the treafury be and he is hereby author!fed and required to caufc to be difeoa tinued the Cult now pending in the circuit court of the diftrift of New-York, in the name of the United States again ft Theo dofius Fowler, for monies charg ed to him on the books of the treafury as advanced or paid on account, cr in cohfequencc of a contract entered into by him with the fecrctary of the trea fury on the twenty eighth day cf October, one thoufand feven hundred and ninety, and that the laid Theodofius Fowler he and hereby is difeharged from the laid demand. Sec. 2. And he it further enabled. That the fergeanc at arms cf the Senate, who alfo performs the duty of door-keep er, and the fergeant at arms of the Houfe of Reprefentatives, fball be, and hereby are entitled to receive eight hundred dol lars per annum each. Sec. j. And he it further enacted , That the koor-keeper of the Houfe of Reprefentatives, fhall be, and hereby is entitled to receive five hundred dollars per annum, and two dollars per day, during each felTjon cf Con grefs ; and the affiftant door keeper of the Senate and Houfe of Reprefentatives, four hun dred and fifty dollars per annum, each, and two dollars each, per day, daring each fefllon of Con grefs. Sue. 4 And he it further enabled) That the compenfation to the Secretary of the Senate, and Clerk of the Houfe of Re prefentatives, and to their clerks, and to the other officers herein named, fhall commence with the prefect year. BE it enabled by the Senate and Houfe of Reprefentatives of the United States of America) in Congrefs affemhled) That every perfon who fhall, from and after the firft day of January next, claim to be the author or pro prietor of any maps, charts, book cr books, and fhall there- j after feck to obtain a copy right of the fame agreeable to the rules preferibed by law, before he fhall be entitled to the | benefit of the aft, entitled, “ an I ret for the encouragement of learning by fecunng the copies , cf maps, charts and books, to j the authors and proprietors of fuch copies, during the time i therein mentioned,” he fhall, I in addition ;? the requires «n joined in the third and fourth feftions of fuid aft, if a book cr books, give information hy caufing the copy of the record, which, by laid aft he is required to publifh in one or mere of the newfpapers, to be inferred at fu-.l length in the title pape or in the page immediately follow ing the title of every fuch book or books ; and if a map or chart, fhall caufe the following words to be imprefied on the face thereof, viz. “ Entered accord ing to abl cf Cengrefs the day of 18 [Here ifjfert the dare when the fame was depofited in the office] hy A. B. cf the fate cf [Here in fort the author’s or proprietor’s name and the Hate in which he refides.] Sec. 1. And be it further enabled) That from and after the firft day of January next, every perfon being a citizen of the United States, or refident with in :h r> - fame, who fhall invent and defign, engrave, etch or work, or from his own works and inventions, fhall caufe to be defigned and engraved, etched or worked, any hiflorical or other print or prints, fhall have the foie right and liberty of printing) reprinting, publifhlng and vending fuch printer prints, for the term of fourteen years from the recording the title thereof in the clerk’s office, as preferibed by law for maps, charts, book or books : Provi ded) he fliall perform all rhe requlfitcs in relation to fuch print or prints, as are direfted in relation to fnaps, charts, book or books, in the third and fourth feftions of the aft to which this is a fupplement, and (hall more over caufe the fame entry to be truly engraved on fuch plate, with the name of the proprietor, and printed on every fuch piint or prints as is herein before re quired td be made on maps or charts. Sec. j. And he it further enabled) That if any print-feller or other perfon whaefoever, from and after the laid firft day o r January next, within the time | limited by this aft, fhall engrave, etch or work, as aforefaid, or in any other manner copy or fell, or caufc to be eng r aved, etched, copied or fold, in the whole or in part, by varying, adding to, or diminifhing from the main defign, or fhall print, re-print, or import for fiale, or caufe to be printed, reprinted, or irn j ported for fale, any fuch print or prints, or any part thereof, without the confent of the pro prietor or proprietors thereof, firft had and obtained, in wri ting, figned by Liai or them rcfpcdivcly in the prefence of two or more creditable witness; or knowing the fame to be i'o printed or reprinted, without | the content of the proprietor or proprietors, (hall publiih, tell, or expofc to faic or otherwite, or in any other manner difpofe of any fuch print or prints, without fuch content firfl: had and obtained* as afore laid, then fuch offender or offenders fhdll forfeit the plate or plates on "which fuch print or prints are or fhall be copied, and all and every fhcet or Ihcers, (being part of or whereon fuch print or prints are or fhall be copied or printed) to the proprietor or proprietors of fuch original print or prints, who fhall forth with deftroy the fame : and fur ther, that every fuch offender or offenders fhall forfeit one dol lar for every print which Hull be found in his, her, or their cuftody ; either printed, pub lifiied, or expbted to fate, or otherwite difpoled of, contrary, to the true intent and meaning of this ad, the one moiety there of to any perfon who fhall fue fur the fame, and the other moiety thereof to and for the ufe of the United Stares, to be recovered in any court having competent jurifdidion thereof.
