SOUTH-CAROL1NA STATISTICS.
The late Tariff act is bad enough- It i3 calcula
ted to raise more money, than is sufficient to defray
necessary and constitutional wants of the Govern
ment—and in the 2 place, it raises the money, by a
disproportionate duty op the protected articles. To
reduce this amount, and to abolish the protective
principle, therefore, should be the incessant exerf ion
oi every friend of the Constitution. For one, we
shall think ourselves bound constantly to keep this
object in view—and, if we take this tariff act for the
present, it is under a solemn protest against its be
ing considered as the settled policy of the country.
On the 'contrary, we pledge ourselves to spare no
pro tier and active effort to out down the expence? of
the government—to cut down the revenue 'to tlie
expenses—and so to cut down the Tariff, as to e-
qualize as far as possible the burthens and bless-
;cs arrive in Uawkmsville at present every Tuesday
and Friday, and the Southern every Wednesday and j ings of the Constitution among all the sections of

will effect in the public revenue. According to the
detailed estimatepf tJie Secretary of the Treasury,
founded upon the provisions of the hill as it orig.-
naily^came from the committee on Manufactures*
the reduction would have been only §*4,177,000,
even if it should be assumed that no- increase of
importations would result from the diminution of
the duties. Since the bill'was reported, however,
several alterations have been made in its provi
sions, some increasing and some diminishing the
rates of duty. The effect of these I have minutely
investigated* and find the result to be, that the bill,
as it now stands, will efi'ect a reduction something
larger than that estimated hy the Secretary, tlie
precise amount being $4,624,000. What, then,
will Ire the annual amount of the revenue after this
act shall have gone fully into operation ? The
House was told yesterday hy the gentleman from
Massachusetts, that it was most unreasonable to
object to this hill,inasmuch as it would reduce the
taxes some five, six, eight or ter. millirsns of dollars
—a very loose and exitaordinary mode of stating
the result of atj estimate made hy 1he chairman of
a committee, upon which the House is called upon to
found an important act of legislation ! Five, mil
lion of variation is certainly a very liberal allowance-
for errors in an estimate which is susceptible of
reasonable certainly l The Secretary of the Trea
sury estimated the revenue which would he deriv-
ed'irom imports during the present year, under
the existing law, at £26,500,000. Deduct from
this the whole amount of the reduction proposed,
that State are to he precipitated into the measure,
ff tlie people are to rush into Nullifioation, let them
do it with their eyes open. Let them not deceive
themselves upon the true character of ihe contem
plated Tariff. Bad as it is, let it not be painted
worse than it really is. That the most extraordi
nary errors do prevail aliout the effects of the act of

wool and woollens, $>127,000; on cotton manufac
tures, including nankeens, $199,000; and on cotton

These include all (he reductions on tlie entire list
ofthose imports which arc received ip exchange
for Southern exports, and amount to only $S44.-
000. But these reductions, as I will proceed ta
show, are much more than counterbalanced by
other provisions of the bill relative to cash duties
and diminished credits on these protected articles.

The principle of protection is not only preserved, but
extended. The burthens of the agricultural Stales
have been increased, while those ot the mnipilactur-
ing States have been lightened—apd, as if to mock
at vour complaints, you are told that relief has been
afforded tftyou by a reduction of the laxcs: a re
duction which consists in taking off’ the duties from
the unprotected articles, consumed chiefly at tlie
North, and throwing the whole burthen of the sup
port of the Government on the protected articles,

Thus it appears that the address of the citizens

Speech of Air, McDufiie himself; it affirms, “ the
burthens of the protecting duties are decid

minished credits’’-—that is tosay, in consequence of
estimatingthe pash duties, &,c. Here-then is i* the

rests. Let us ibcu see what Mr. McDuffie says
