! four years imprisonment in the F -mtentiary ot this State,
; and w ho was loilv st in the jail of Telihir county for safe
keeping, broke said jail on the 2;)th of November last, and
nude lus escape,—1 have thought proper to issue this my
proclamation, hereby offering a reward t>f ONE HUN
DRED AND FIFTY DOLLARS to any person
or persons who may apprehend and deliver said S WEAT
to ijie Principal Keeper of lh-> Penitentiary at Milledgeville;
and I do moreover charge and require, that all olfii'ers, both
civil and military, be vigilant in endeavoring to apprehend
and deliver said fugitive, as aforesaid.

Road Company with bonking privileges, was taken up.

Mr. rTEMM'NGWAY. ' understand the first section to
give authority to acquire lands, fur the express purpose of
building n railroad. When I first read th.- sue lion, such
was my impression; and it has since been strengthened.—

property. Gentlemen have said, that this corporation may
go on in an arbitrary manner; and that they cannot bo re

part of the bill, which requires any man over whose laud
the road is to be carried, to sell it to the corporation. 1 had
no doubt hut the owner of the land would get full value fur
it: hut I did not like the principle. I hopo it will not have
a had operation; and it is justified by the principle, that the
interest of indiv iduals must yield to the public benefit And
this power is necessary to all rail-roads. - And us there is
provision made fir an arbitration, that will be conclusive
between the parti-s, I see no need of any injunction. Actu
ated by a sincere desire to see rail-roads in operation, fi»r
public benefit, 1 have given up lbs objections that weighed
with me, when I first heard the bill read. Now hoping that
no evil will result from the exesfise of this power; anti that
