RESUMPTION vs. NON-&ESUM PTION.
pjioriiiDTc.—We wish to call attention to the
following »•>tract from Mr. Benton’s speech of
the 14th of March, in order that our readers
,nay sec how fully it has been verified by Mr.
Riddle’s letter of April 5th, and the course of the
Whig assen bly, in favor ol NON-RESUMP.
TION, on the one hand; and the special mes.
sage of Governor Marcy, and the action of the
Republican Senate in favor of RESUM PTION,
on the other. Had Mr. Benton seen Mr. Biddle’s
loiter he could not have told its contents better.
y r . Benton said:
“But gentlemen of the Opposition say, there
can be no resumption until congress ‘acts upon the
curren y.' Until congress acts upon thecurrency!
that is the phrase? and it comes from Philadel
phia; and the translation of it is, that there shall
be no resumption until Congress submits to Mr.
Biddle’s bank, and recharters that institution.
Th s is the meaning language from Philadel
phia ami the meaning of the iangauge; but hap.
pily a different voice issues from the city of
New York! The authentic notifications issued
from the banks of that city pledging themselves
lo resume by the 10th of May. They declare
their ability to resume, and to continue specie
ipavment*, and declare they have nothing to fear
uxtxipl from “deliberate hostility”— a hostility for
which they allege there can be no molive-but of
which they delicately intimate there is danger,
Philadelphia is distinctly unveiled as the seat of
<]an"er. The resuming banks fear hostility—
DELIBERATE ACTS OF HOSTILITY—
from that quarter. They fear nothing from the
hontilitv, nr folly, or wickedness, of this Adminis.
tration" They fear nothing from the Sub-Treas.
urv bill. They fear Mr. Biddle’s bank, and
nothing else but his bank, with its confed-
orates and subalterns. They mean to re
sume, and Mr. Biddle means they shall not.
Ilencefnrlh two (lags will be seen, hoisted from
two great cities. The New York flag will have
the word RESUMPTION inscribed; the Phil,
ndelpliia flag will bear the inscription of NON-
RKSU M I’TION, and destruction to all resuming
brinks. Under the one or the other of these two
flairs, ail oilier banks, all citizens, and each
political party, will be found arrayed. The
whole country will divide between them, and no
neutrals will be seen. In the great division, I
assume to assign to no one a place. I leave it
to each to find and to take his own position. Of
political parties, so far as chiefs are concerned,
we can all sec that their places are already ta
ken. The Federal gentlemen are under the
flag of NON-RESUMPTION; (he Republicans
are under the flag of RESUMPTION. My
best wishes attend this latter flag; and, if need
be, I shall be. ready to give it a lift, and even to
strain a point to help it on to victory.”
At the conclusion of his speech, Mr. Benton,
in alluding to the recent Whig victories, made
the following prediction, which will undoubtely,
be as fully verified as the above. Ho said:
“Temporary and partial success the delusive
fruit of terror and deception, may gild their
banners for a while. They may carry some
counties, some cities, some States. They may
continue to exult in the issue of some local
elections, ns they have done heretofore. But
to succeeil in the main object—to carry the
Presidential chair in 1810—that I bold to be
impossible. I go upon my knowledge of the
American people. I know them to be for their
country, and believe that they can never elevate
to power the party which builds its elevation
upon the calamities, the humiliations, and the
misfortunes of their country. They can never
elevate lo power the party which, in every con
test, foreign and domestic, is found on the wrong
side of the question—on the side of the British,
the French, the Indians, the Mexicans, the non-
resuming banks and the shin-plasters. Such
a party cannot succeed, and 1 annonce to them
their fate in advance—a Jackson defeat for the
month of November, one thousand eight hund

We never saw men who were in reality so
dumb founded as the Whigs at tfie result of the
New York election. They do their best to glo-

mere possession of the majority of one ward in

that that majority was given them by the dissen

that the Whig majority of last fall has been re
