been shown me, containing these remarks:

cruelty said to be exercised upon the prisoners confined

of the punishment inflicted, a convict has died arid an

Hank h is offered to loan the United States

has made similar offer, and a proposition to the
same effect was yesterday before the Direc
tors of ihe Farmers’ and Mechanics’ Sank.—
T he 1 Tire J States Sank ia indebted to each of
die others, both iti Bank notes held' by them
and balances. The plan is, for the smaller
Banks to return notes payable on demand to
the extent of 81,000,000 each, and to receive
in exchange post notes, payable in a year, or
longer, if necessary. This will, of course, re
duce the liabilities of the United States Sank,
and greatly a/si -t her in tkc resumption of spe
cie payments. It. is believed that the other
Hanks of Philadelphia wilt al'o participate in
the generous work, and thus assist in bringing
about a condition of things so earnestly desired
oy all who wish well to the buisness and char
