ATTEMPT TO MURDER!!!
O N the evening of the 31st lilt., a little after sunset, on
the garrison road, between .Macon and Milledge-
ville, a few hundred yards from Mr. Burge’s, I met a
footman with ugiin in his hand, who inquired of me the
distance to Macon, which 1 told him. Having rode
some hundred or hundred ami fifty yards, my attention
was attracted hy a light hurried step behind, looking
over my shoulder. I beheld the wretch 1 had just passed,
within leu or twelve steps, in the very act of firing up
on me.
I had not time to pitch invsclf forward in my saddle,
when the load which was buck-shot, struck me. The
report of the gun so frightened my horse, that I was un
able to control him in my then weakened condition, until
1 had well nigh reached .Mr. Burge’s house. I conse
quently saw no more of him. 1 will give the above re
ward of On* Hundred Doi.i.ars to any one who will
apprehend and deliver him to the Jailer of Washington
county, or auy of the adjoining counties
DESCRIPTION.
Name unknown, slender built, inclined to stoop, judg
ed to he between five feet, five feet ten inches ill height,
has rather n stiff walk, long neck, rather long keen vis
age. tlorid complexion, sandy heard, from 20 to 24 years
old—his clothing at the time, wqs a flat topped glazed
canvass or oil cloth cap, blue Kentucky jeans frock
coat, vellow homespun pants, pair fine right and left high

AN ACT, to amend an act, lo regulate the granting of Cer
tiorari* and Injunctions in this Slate, passed December
16th, 1841.
Sec. 1. Be it enacted by the Senate and Honse of Repre
sentative* of the Stele of Georgia in (ienernl Assembly met,
and it is hereby enacted by the authority of the same. That
from and after Ihe passing of this act, the third section of
the hIhivo recited act he so altered anil amended 39 to author
ize the Judge* of the Superior Court* of this State to grant
Injunctions upon such security and under such terms as in
their discretion such case may require.
Sec. 2. And Ik-it further enacted hy the authority afore
said, That it shall lie lawful for a second Injunction to be
granted in rases where a previous Injunction may have been
dismissed for cause not connected with the merits of the
case, and when the Judge to whom the application may be
made, shall be satisfied that a second Injunction should
issue.
Sec. 3. And Ik- it further enacted by the authority afore
said, That all laws or pan* of Iaw9 militating against litis
act, be and the same are hereby repealed.

several counties in this State, from once a month, t> once
in every four monllis, in each year.
Section I Bn it enacted bv the Senate and House of
Representatives of the State of Georgia in General Assem
bly met, and it ia hereby enacted by the authority of the
same. That from and after the passage of this act, th- Jus
tices Courts in the several districts in the several counties
in this State, shall he held in each district one - in every
four m inllis in each anti every year; the first Coons in
each district shall he held in the month of January after the
passage of this act, and once every four in milt* thereafter,
on such day as the said Justices in each district nny desig
nate, and no term of said Court shall be more than two days.
Sec. 2. And he it further enacted by 1 be authority afore-
sniJ, That all laws and parts of laws militating against this
act, be and the same are hereby repealed.

AN ACT to repeal an act entitled an act to extend the time
for fortunate drawers in all the Land Lotteries, and in the
Gold L/ittery, to lake out their grants, assented to 10th
December, 1841, and to limit the time for the fortunate
drawers in said Lotteries, to take out their grants; and lo
provide for the disposition of the same, if not granted
within the limitation; and to provide for Inking out head
rights
Section 1. Be it enacted by the Senate and House of
Representatives of the State of Georgia, in Genera! Assem
bly met, and it is hereby enacted by tlie authority of the
same. That an act entitled an act to extend the tim * for the
fortunate drawers in all Ihe Land lxltones, and in the
(mill Littery, to lake out their grants, except in the counties
hereinafter excepted, assented to 10th December, 1841, be
and the same is hereby repealed.
Sec. 2. And tie it further enacted by the authority afore
said, That the fortunate drawers in the Land Lottery of
1821, embracing the counties of originally Dooly, Houston,
Monroe, Henry and Fayette; and the fortunate drawers in
th" Land Lottery of 1827, embracing the counties of Lee,
Muscogee,Troup, Coweta, and Carroll; and the fortunate
drawers in the Land and Gold Lottery of 1832, embracing
the county of originally Ch**rokee, but now Cherokee, For-
«yth, Cobb, Pass, Lumpkin, Gilmer, Murray, Wulkor, Paul
ding, Dade, Chattooga, Union, and Floyd, aliall takeout
llieir grants an or before the first day of July, eighteen hun
dred anil fortv-ihroo, or the same *hall he considered as re
verted to the State: Provided always. That the operation of
this act shall not apply tu lands drawn by orphans, until
twelve monllis after the youngest one shall have obtained
the age of twenty-one years, only so far as to authorize the
commissioner, or commissioners, tu issue a certificate tu the
highest bidder, as hereinafter provided. But a grant in no
insianee shall issue on said certificate, until Ihe purchaser
shall file the affidavit of two or mure respectable witnesses,
that Ihe privilege of the orphan or orphans under provis
ions of tins act, have expired: Provided further, That if any
person shall apply for a grant for any uf the lauds mention
ed in this act, at any time before th" first day of July next,
and leave the price of the same, and the grant or grants
cannut lie prepared in time that the projier officers shall be
and they are hereby required to issue grants as of the date
of ihe application.
Sec. 3. And be it further enacted by the authority afore
said. That said uugranted lands shall be exposed to sale, at
public outcry, before the Court House door in the several
counties w here said lands are situated, hy one or more com
missioner* to be appointed by the Executive, who shall give
bond with good and sufficient security to the Governor and
his successors in office, in a sum not less than double the
nmountof Ilia grant fees accruing to the Slate from the
number of ungranted lots in the county or counties in
which he may he a commissioner.
Sec. 4. And be it further enacted by the authority afore
said, That said commissioner or commissioners shall ad
vertise the times and plaees of said sale in such public ga
zettes as may be designated by the Executive, that said
commissioners shall offer said lands for sale at the mini
mum price now established by law, to tin highest bidder,
anil keep a book ur books in which sliall be registered the
ungranted lots, and the names of the highest bidders, with
the amount of their bids; and upon payment of the money,
he or they shall given certificate of the pnyrn-nt of Ihe
purchaser, setting forth the number of the lot ond the
amount of his hid, which said certificate shall lie sufficient
authority for a grant !o issue lo the purchaser, except in the
rase h -reinbefbre provided. Awl it jiaym -nt is not made
on Ihe day of sale, the lot may he resold; which fact shall
be noted in Ihe commissioners' register, and also in Ihe cer
tificate given to the second purchaser.
Sec. 5. And Ire it further enacted by the authority afore
said, That said commissioners shall make a return of their
proceedings under tho provisions of this act, and pay over
to the Treasury the am milt uf money collected hy them on
or before the first Monday in November, eighteen hundred
and forty-three; and the Governor shall issue his warrant
on the T. iraMirer in favor of said commissioners for such
amount as he may deem reasonable and just for the lime
they were employed and the responsibility imposed upon
them.

said, That from and immediately after the passage uf this
art, any person applying to lake out any grant in the above
described counties, shall lake an ualh that he is the proper
owner uf said lot, or the lawful ngrnt of the owner thereof,
and sliall produce a power of attorney from the owner ol
said tut, projK-rly attested: Provided, that any judgment
creditor, or the attorney of a judgment creditor, residing out
of the Stale, may lake out such grant upon making and fil
ing Ins or her affidavit, that he or she is a judgment credi
tor of thedrawer, and applies for the grant for the purpose
of selling the said lot under his or her execution.
Sec. 7. And be it further enacted hy the authority afore
said. That I he money arising from the sales and grants of
the lands embraced in this act shaft be paid into the Trea
sury of litis State.
Sec. 8. And be it further enacted hy the authority afore
said, That it shaft he the duty uf the Guve nor to cause the
political ion of this law mtmedmlely after its passage, in two
or m ire of the paper* in -Milledgeville, and for as long a
period as he may deem necessary 10 give it general publicity.
Sec. 9. And be it furl her enacted by the authority afore
said, That when any person may liave had lands surveyed
on head rights, and the time may have relapsed for taking
out tho grants, such persons shaft be entitled to receive
their giant* upon the payment of the usual fees: Provided,
ihe some h is not been granted lo some other person.

said, That all laws and parts of laws militating against this

tractor under the direction of the Department.
4. In all rates, there it to be a forfeiture of the pay of the trip,
when ihe trip it not run; a forfeiture of at least one-fourth part
of it. when the running or arrival it so far behind time at to lose
the connection with a depending amil; aod a forfeiture of a dae
proportion of it, when a grade of service it rendered inferior to
that io the contract. These forfeitures may be increased Into
penalties of higher amount according to the nature or frequency
of the failure and Ihe importance af the mail.
7. Fines will be imposed, unless the delinquency be satisfacto
rily explained indue time, for tailing lo take from or deliver ata
pmt office, the mail, or any part of it; for soff*riag it to be wet,
injured, lost or destroyed ; for conveying it in a place or manner
that ex pises it t» depredation, lot* nr injury; for refusing after
demand to convey a mail by any coach, railroad car or steamboat,
which the contradorregalarly runs oo the route, beyond the spe
cified number of tripsin the contract; nod for not arriving nt the
time set. And for settingup or running an express to transmit
commercial intelligence in nd vaace of the mail, a penally wiil he
equal to a quarter’* pay.
8. The Postmaster General umy annul the contract for repeated
failnres; f-tr violating the Post Office laws; for dfeobeyiag the
instructions of the Department; for refusing to discharge a car
rier when required by the Department; for assign tag the contract
without the consent of the Postmaster General, or for teutag up
or running ar, express as aforesaid.
The Postmaster General may alter the contract, and alter the
schedule, heall.twiug a pro rata increase of compensation, within
Ihe restrictions imposed by law, for tlie additional service requi
red, or for increased speed, if the employment of additional stock
or carriers is rendered necessary, but the contractor may, ia suck
case, relinquish the contract, on timely notice. If he prefers it to
the ehange. He may also discontinue or curtail the sutrviee, ha al
lowing one month's extra p.iy on the amount dispensed with.
10. The payments will be made through drafts on post offices or
otherwise, alter the expiration of each quarter, say in February
May, August,and November.
11. The distance* are given according to the best information
but no increased pay will be allowed, should they prove to bo
greater than is advrrtised,ifthe places are correctly aamed.
12. The Postmaster General is prohibited by law from know tal
ly making a contract for the transportation of the mail with any
person who shall have entered into any combination, or proposed
to enter into any combination, to prevent the making of any bid for
a mail contract by any other perron or persons, or who shall havq
made any agreement, or shall have given or performed,or promis
ed to giveor perform,any consideration to do, or not to do. aayd
thing whatever, to induce any other person not to hid for a mail
contract.
13. On coach routes where the present contractor sliall be super
seded by an underbidder, wlio may not have the stage property re
quisite for the pef»rmaace of the coutract, he shall purchase from
the present contractor such of bis coaches, teams, and harness be
longing to the route os shall be needed, and may he suitable for the
service, at a fair valuation; and make payment therefor by reason
able instalments, as bis pay becomes due, unless the present con
tractor shall continue to run stages on the route. Should they not
agree as to the suitableness of the property, the terms, or the seen*
rity, such may choose a person who may appoints third, and their
decision shall be final; or the Postmaster General will name tlM

15. A bidder may offer on coach, rail-road, or sroam-beat route*,
where that transportation is difficult or impracticable at certain
seasons, to subst tute horse or wagon conveyance,m to intermit
service, n specified number of days, weeks, or mouths. He taaf
propose to omit an office that is inaccessible, or is not oa the stage
road, the railway, or at a Meam-lmat landing, as the case may be,
or he may offer In substitute an inferior mode of supply in such
cases. He may propose Afferent days aad hours of departure and

that no mail connection oralher public accommodation is prejudi
ced. He may ask for a specified number of days for more running
time to the trip at certain seasousof peculiarly bad roads. But be
yond these changes, a proposal for service different from the ad
vertisement will prevent Ks being considered in competition wkb
a regular bid, not set aside for extravagance; and where a bid con
tain* any of tlie above alterations, their disadvantages will be esti
mated in comparing it with other proposals.
