Mr President: The interests nf the county I have
the honor to represent, by thi* bill is aflerted to a
much greater extent than that of any oil er, hut nev
ertheless! shall not oppose the passage ofthe bill,. I
hold it lobe iny duly as a 1< gislntnrto legislate in such"
manner a* may in my opinion be to the best interest
of a majority ol those I represent.
It i* true, sir, there is some opposition from the
county of Early to the passage of this bill, as Well a*
.from the cimu'y of Randolph, but l find the opposi
tion to he comparative y nothing, when compared
with the great necessities of those who ate asking for
the passage of the bill From the county ol'Randolph
out of 1600 voters, I find 90 who are opposed to the
formation of this county, hut sir,they fin! to give any
■rood and valid reasons lor their opposition—they
tell-me it i* impolitic—now-in what way it is impoli
tic. at d their reasons for thinking so, they have not
given. I fear sir. the opposition arises from selfish
motives—one interestcdorcapricious individual could
easilv procure the signature of 90individuals, out of
the number of 1600, in opposition to any measure
however meritorious. 1 am decidedly ofthe npiuiort
that the bill before ns should roeeive a careful investi
gation by this portion of the General Assembly for
the following reasons which I *hall contend are good
and sullicient: By example, this legislature have de
termined to form new comities when asked fcr. pro
vided they come up to certain requirements, which
consist in the the amount of territory, population and
■taxable property within its bounds—all of which has
been satisfactorily stated by the Senator from Baktr
to exist, and demonstrated so clearly that I dont think
there can he a single doubt nn (he m'nd of any Sena
tor as to the merits at this bid As the Representa
tive of those w ho a*k the passage of the bill, 1 feel
bound to advocate the measure, and not merely be-
-enuse I am their representative.and they ask it of me,
do I urge its passage, but because I believe it to be
one nf merit, that ! cottid freely support it let itcotne
from tvhat quarter it might, and I ant ofthe decided
opinion that it will be sustained bv the Senate There
are other reasons why this hill should pass, that I
have not enittnernte.d. which were fully stated by the
Senator Baker, which l hope Senators will bear in
mind—reason* too potent. n« I believe, lo be resi-t-
ed by Senators who are willing to be governed by
the rule, * do untn other* at you would have them
do unto yon,” I hope sir, the bill may pass.

the bill to consolidate the Maron &. Western and
Central Rail Roads, and make one company and
one Road from Savannah to Atlanta. The bill was
passed, pending which the House adjourned to 3
o’clock.
The bill to pardon Newton J. Carr was passed.
To provide for the indigent Deaf and Dumb,
passed.
To amend the 1st section 3d article of the Consti
tution, passed.

A message was received from his Excellency the
Governor in reference to the lax bill callin» for
prompt action to raise a greater revenue to meet the
deuinodsof the State. It was stated in his message
that tbe sum of $902.0(10 wa* necessary (o meet ihe
exegencies of (he Slate government for (he fiscal
years 1854 and 1855.
The tax hill lost on yesterday was reconsidered
the bill was taken up and passed.
