Pension Office, April 18,1851.
The following rules and regulations, ap
proved by the Secretary of the Interior, will
be observed yin the ' settlement of pension
claiAis against the Government :
1. An agent or attorney asking to exam-
,ine papers filed in any pension claim, or lor
the reconsideration of a claim heretofore ad
judicated, must produce a power of attorney
giving him tho necessary authority to act us
agent of tha claim, which power of attorney
must bo acknowledged before a justice of the
pence or other person qualified to take ac
knowledgements or administer oaths, and
must be certified under a recognised official
seal. The party moreover executing such
power must have taken an oath that. he or
she is directly interested as one of the clai
mants, and a certificate to that effect must
accompany the power.
2. On the presentation of such authority
the Commissioner will in his discretion fur
nish an abstract of the proofs appearing in
the papers filed, or permit a personal inspec
tion of such papers.
3. Upon the presentation of the power, ns
required in tire first rule, if it appear that
tho original party performing the alleged ser
vice, or his widow, is the applicant for the
^consideration of n claim heretoloro adjudi
cated,such claim may be re-examined ns a
mallei,,of right, but there shall not be more
than two re-exafninations without tho pro
duclion of further material evidence.
4. In other cases thnr. those of the person
performing service or his widow, ns prescrib
ed in the 3d rule next preceding, no pension
case which has been finally adjudicated shall
he reopened, unlesson the production ol sat
isfactory proof that the adjudication was er
roneous, accompanied by an affidavit of tho
parly applying therefor, showing that such
proof has been discovered sinco the adjudi
cation was made.
5. Appeals limy be taken from tho deci
jiona of the Commissioner of Pensions within
six months from the time the decision is
.made and coinmunicntcd to the party or his
agent.
6. No application for a rclieuriug will bo
entertained after tho expiration of two years
from the final adjudication ofn claim and no
tice thereof to the applicant or his agent.—
After that time the party will ho left to seek
redress by an appeal to Congress.

A new difficulty Ims arisen in the glass
palace for the World’s Fair. Duriug a vi i-
lent shower many panes of glass were bro
ken, and all the sparrows in Hyde Park ami
St. James’s Park availed themselves of the
opportunity to enter. It is estimated tlmt
there are at least three hundred thousand ol
those birds in tho building, and much alarm
is entertnined lest they should damage the
goods and annoy visitors. To get rid of thorn
is no easy matter. To shoot them would bo
destruction to the glass, ami the Council of
Supervision ha"c sent to Kdinburgli for thir
ty oithe best falconers, who will como to
p,oixlon in their national costume. The
chase is to commence some duys before the

Among the numerous discoveries Science has mad
in this generation to facilitate the business of life—in
crease its enjoyment, and even prolong the term of hu
man existence, none can be named of more real value
