formity with the provisions of the act
iuppkmentary to the aft, in titled 44 An
t& making provision for the redemp
tion of the whole of the public debt of
the United States,” books will be open

teenth day of March, 1808, inclusive

ter excepted, for the purpose of re
ceiving fubferiptions for such parts of
the old fix per cent, deferred fix per
cent, and three percent, flock, as may,
on the day of fubferiptiort, (land on
the books of the laid commifTioner oi
loans.
Those proprietors of the old fix per
cent, and deferred (locks, who may
fubferibe, will receive in lieu thereof
anew fix per cent, flock, equal to the
unredeemed amount of the flock fur
rendered, redeemable at the plea Jure of
the United States, under a prov'ifo,
however, ilia trio reimbursement (trail
be made except for the whole amount
of anv such new certificate of flock,
nor till after fix months previous no
tice : and the proprietors of the three
per cent, flock who may fubferibe,
will receive in lieu thereof, a fix pci
cent, flock, equal to (ixty-five per
cent, cf the amount of three per cent:
furrehdered, redeemable in the fame
manner as the new fix per cent, above
mentioned but not reimburfVolc, how
ever, without then'font of the b'ol iers,
until after the whole of she new fix
percent, (given in exchange for old
fix or deferred as above mentioned) as
well as the whole of the eight per cent,
flock of the United 6’tates, (hall have
been rcimbnrfed. It is also provided,
that in every reimbursement which
may take place, a preference will be
given to those creditors who may no
tify their wish to be rcimburfed • and
that if the applications to that effeft
(hall at any time either exceed os fail
fliort of the sum then applicable to
that purpose, the priority oi payment
fin all, so far as may be neccTary, be
determined by lot.
The prefen: flock-holders who re
side in any part of Europe, and may’
assent to that modification, may, at
their option, receive the incerell ac
cruing on the new (lock, either in the
United States as heretofore, or in Lon
don or Amderdarn, at par; in which
lafl case, the interest will be paid there
hy the bankers of the United States,
fix months subsequent to the day on
which the fame would be payable in
the United States and fubjetfl to no
variation; nor to any other deduction
than a commifTioner la the bankers,
of one half per cent, on the imerefl
thus paid.
