When I had last the honour of laying before you a statement uf the expenditures
tor the preceding year, it was confidently believed that theexpeners of the city would
not exceed 36,000 00. That opinion upon examination will be found correct—since
the axpreasiun of it an ordinance has been passed increasing the salaries of the city
Officers, making them permanent, and taking I'rbin them all lees of office—sufficient
time has not yet elapsed to test the policy of thia ordinance, but it must be contested
tbit the feci new paid into the City Treasury, have by no means equalled the iu-
create of aalnry paid aa an equivalent. At the expiration nf the year, its repeal
should be a aubject for the consideration of Council. I muxt again advert to the
equation of the County Jail. In the last annual report the expenctaof that building
to the city, fur the last filteen -year*, were fully, minutely and correctly stated. The
cxpencea for the last year, as vou will perceive have been £1690 79, deducting the
expence of fence, 1,200 79. Every exertion have been made within the scope of
the authoiiiy el Council to remove paupers from the building—but when imprisoned
* for crimes, by state officers, or plaintiffs in eaeculiun, their efforts are fruitless. The
only remedy for this increasing evil, appear* to be, by an application to theXegiala-
ture for the passage of act compelling plaintiff, in execution in all cases to give secu
rity for the payment of Jail fees ; and an additional act, compelling the Justices of
the Inferior Court, under a stipulated penalty, to lovy a tax upon the county to raise
the balance required. 4t ia true they are new authorised to adopt that measure, yet
the other expencea of the County, have for many years past absorbed the county tax,

The northern mail is to leave Charleston eve
ry day at half pist 8 A. M. to leave Perrysourg
at 8 20 4. M, and arrive at Savannah at half past

The southern mail to leave on Tuesday and
S&lUfday' at 2'P, M. and-arrive on the next
Thursday and Monday at 10 A. M*
The Augusta mail to leave every Sunday,
Wednesday and Friday at 4 A M. and arrive at
Augusta on Monday, Thursday and Saturday by

Captain Chase, arrived at Niw-York from St.
Thomas, reports lint the U. S. schaoner Por
poise, Captain Homage, had been fired upon
uud somewhat injured, while on her way from
Charleston to St. Thoataa, by two Spanish pn>
vateers.
The schooner Elisabeth, which waa captured
by a Spanish privateer on her voyage from La*
guirafor New.York, lus been condemned with
her cargo at Porto liico. The Captain has ar
rived at New-York.
A new court for the trial of insurgent slaves
has been nominated in Charleston. The mem
bers are—Hon Joel R. Poln*sett, Robert Y.
Ilayne, Thus. Rhett Smith, Thos. Roper, John
Gordon, J<*cob Axon and Charles II. Furman.
Several new and important eases (says the
Gillette) have arisen, and these gentlemen, no
irss tlis'.i the former, will command thocoufi-
lence and respect of their fellow citiaens.
Their talents, and their assiduity in the public
cause, are known and acknowledged.
In reply to a letter of Don T*. L. Mendez, Mi
nister of the Vcnriueliau Republic in London,
soliciting from the Emperor Alexander the re
cognition of the Republic, his Imperial Majes
ty expresses “ a deep interest in the progress
towards self-government which is making in
South America C* hilt adds that ** at present an
acknowledgment of the independence ofvthuso
provinces whoso political changes have been
made known, cannot obtain a public sanction of
the Emperor Alexander.** There spake the
organ Of legitimacy—they dare not acknow
ledge that government founded on principles
which would go the destruction of the pow
er they possess, by teaching men thsir unalien
able rights, and which would be the immediate
destruction of the favorite principle of the holy
alliance—the divine right of Ring*.
'DIED,
On board the brig Signal, on her passage from
New-York to this port, Mr. Wright R. Coleman,
a native of Jonea County, in this state.
At Augusta, on the 30th ult. Mr. Henry Mus-
aer, in the 28th vest of his age, a native of Penn
sylvania. Mr- M. was much esteemed in the
circle of his acquaintance. On the following
day he was interred with Masonic and Military
honors.
