T ltE amount of seven and six per cent Stocks
authorised to be subscribed by the first sec
tion of the uct passed the 20th April, 1822, en
titled “\n act to authorise the Secretary of the
Treasury to exchange a Stock heating an inter
est Of five per cent, for certain stocks bearing
An interest of six and seven per cent,'* not hav
ing been subscribed, the proprietors of six per
cent stocks of 1812, 1813, 1814 and 1815, and of
Atven ner cent stock of 1816, who may wish to
Avail themselves of the provisions of the third
Section of the act, are hereby informed, that
books have been opened at the Treasury for
feceiving subscriptions pursuant thereto, and
-Will continue open until the fust.of October
next.
The subscriptions may he made by the pro
jectors of the stocks specified, either in person
or by their attorneys, duly authorised to make
the subscriptions and triume'* the slocks to the
United Stales, the certificates of which are to
be surrendered at the Treasury at the time of

Cherry Hill lor Sale.

twenty-two, ibis cause came before the Court,
on a Mandate from the Honotuble the Supreme
Court of the United Stutes for further proceed
ings. Whereupon it is ordered and decreed—
That the holders of Notes of the late Bunk of
the United States, bring them in for payment
ut the late Ranking House of said Bank in the
city of Philadelphia, before the eleventh duy of
April, (A. D. 1823, and that on that day this
Court will make a final Decree for Distribution
of the funds reserved in the hands of the de
fendants tor payment of? said Notes ; and it is

cause this order to he published in one public
newspaper ih each of the following places, to

Abram, a carpenter, is 35 years old, and re

O N the petition of the Trustee* of the Ger-
man Lutheran Church at Ebenezer, stating
that the said John Freyermuth on the fifteenth
day of April, eighteen hundred if fifteen, mort
gaged by deed under seal to the petitioners, all
those tracts of land^ containing three hundred
acres in Effingham county, state aforesaid, on a
small creek adjoining Judidiah Weitman Kelly's
and Garrison's land; also another filly acres, sit
uated and being in the district of Ebenezer,
bounded by land of Peter Arnetolf & F. Brook-
tiers, at the time of survey grunted to Landfel-
der; also,another tract of laud situate in the sev-
enteeth district of the county of Baldwin, con
taining two hundred and two and a half acres,
known by the number (104) one hundred and
our, with the appurtenances, to secure the pay.
mentofa bond or obligation of the-said John,
bearing date the day and year aforesaid if pray
ing the foreclosure of tlie-said mortgage. It ap
pearing to the Court that there is now due on
the said bond and mortgage the sum of two hun
dred dollars, with interest at six per cent, from
the fifteenth day of April, eighteen hundred if
eighteen. On motion of Wayne and Cuyler, at
torney* of the petitioners* it i* ordered that the
4«id John Freyermuth, his heirs or representa
tives, do pay into Court the amount due as a-
foresaid within twelve months from this date,-
otherwise that the equity of redemption of the
said John and his heirs, in the said mortgaged
premises, be foreclosed, and that such Airther
proceedings take place as are by law directed.
It is furthef ordered that this Rule be pub
lished onoe a month for twelve month* in a pub-
lie gaiettc of this state, or be served on the de-
fendant or his representative or agent six
month* prior to the time appointed for the pay
ment of the*money into Court.

tion from the Mrdieul Society of tliil city in re
lation to the act oft he last Legislature for the
suppression of tlmrkery, he received, and that
the name be published, a* is required by law,in
all the gazettes of this city.

AN ACT
To establish o tribunal to enquire into the qual
ifications of persons claiming to practice Me
dicine, Surgery, and Midwifery, within the
city of Savannah, audio grant ccrtlfi' ate* to
the same, if found properly qualified.
Whereas, it sppears by * memorial of the
Mayor and Aldermen of the city orSavannah,
tlmt the good people of said city, and especially
the,poor and ill terate people thurrof, have suf
fered heretofore much evil from the want of
proper laws to regulate t?ie practice of medi-
'cine, surgery, niUlmldwfery therein, the con
sequence of which want has been tit* indiscri
minate and arrogant pretentions and umlertak-
mgs of many unlearned and empirical persons
to practice therein in the said arts : And where
as, sound policy and a j roper regard for the
healths and lives of the citizens of a commercial
populous, and growing city, require that the le
gislature should guard against such an evil for
the future :
§1. Be it therefore enacted, by the Senate
and House of Representatives of the state of
Georgia, in general assembly tnet, and it i*
hereby enacted by the authority of the same,
That the Georgia Medical Society, established
in the city of Savannah, shall he invested with,
and possessed with full power and authority to
examine, enquire into, investigate, and deter-;
mine on the professional qualifications, attain
ments and xapneities of all ami evety person or
persons claiming to practice within the limits of
the suid city in the said arts «»f medicine, surgery
and midwifery, nr in any two or one of them,
and to grant certificates of qualification under,
the common seal of the suid society, of, if there
he no common s< ul, under the signs manual of
their president ami secretary, to hi ml her, or
them so claiming and making application there
for, if by a majority of suid society, Ink she, or
they shall he deemed dult learned and quulifi-
ed. And it shall be the duty of the members of
the said society, when application shall bp made
by any person or persons, for his, her (Jr their
examination to the etui afore snid, to convene at
their customary place of meeting, and to/decide
upon the applicant's petition, within tfn days
atierthcy shall have been summoned to amvcnc
by their president, or in his absence, Jckness,
or other inability, by the person or perrons dis
charging his duties, or if there lie not aty swell
person or persons, after they shall hwe been
summoned by their secretary. And t shall be
the duty of the said president, petWn or per
sons peiforming hit duties, orsecretu/y, to sum
mon each and every member of the siid society,
by a written citation, expreosit^ the object of
the meeting, the name or numt s of the' appli
cant or applicant*, and the duy of.the examina
tion, within ten days after the abdication shall
have been made to him or them: Provided a'r
vmys, that prior to the examinatiuh ol any and
every applicant, the members of* the said socie
ty shall severally take a solemn oath, to he ad-
ninistcred by the mayor or any alderman of the
city of Savannah, well, truly and impartially to
examine und decide upon the attainments und
qualifications of the applicant or applicants, and
to grant certificates of qualification to him, her
or them, if in their judgments, he, she, or they
shall be found duly leurned and qualified to
practice In the aaid arts of surgery* medicine,
and midwifery, or in any two or one of them:
And provided also, that in their examination,
the said society shall be restricted and confined
to the investigation of professional attainments
and capacity alone, without regard to uny for
mer or present professional or moral reputation,
and shall not at any time require as a test ol
qualification, or any degree of evidence thereof,
that any applicant should have obtained a diplo
ma from any medical college or university, or
should have studied thereat, or elsewhere.
$ 2. And be it further enacted, by the author
ity aforesaid, That if, after application shall
have been made, agreeably to the provisions of
this act, the president of mid society, or other
person or persons performing his duties, or
there being no such person or persons, if the
secretary of said society shall refuse, or shall
delay till after the time heretofore prescribed
to issue summonses for convening the members,
oi if he or they shall appoint a day for their
convening more remote than the tenth day from
the day of the date of lire citation, the person
or persons applying may severally institute an
action or suit at law in the superior or inferior
courts of the county of Chatham, against tlic*
said president, or person or persons performing
his duties, or against the secretary, to recover
damages against him or them, in his or their in
dividual capacities, for his or their refusal or de
lay, or improper appoihtment. And if after be
ing summoned to convene, the said society ahull
fad to do so on the day appointed in the cita
tion, or afterwards on an adjourned day, but a
day within the time heretofore prescribed for
their convening, or if, having convened, they
shall severally fail to take the oath aforesaid, or
having taken such oath, shall fail to proceed to
the examination aforeaaid, and to a decision
thereupon, or if the said society shall in uny re
spect violate the provisions of this act, it shlN
be the duty of the judge of the superior court
of the county of Chatham, upon the petition of
the party injured, setting forth any suc|i failure
or violation, and supported by lui affidavit of
the truth of such petition, to grant, as a
matter of right, • writ of scire fsc-ts, direct
ed to the president and members of the said
society, inquiring the said society to shew
cause at the next term of the said court,
why their dwter or act of incorporation should
not be detllied forfeited. A copy of this writ
and of the petition shall be served upon the
president or secretary, und if the allegations be
denied, an issue shall be joined, and the facts
be tried |>y a iuiy empann tiled and sworn as in
othertases. If the allegations of the petition
be found to be true, or it they be admitted, and
no good cause be shewn, it shall be the duty of
the court to adjudge the charter forfeited, and
to order Execution to issue for costs against any
property of the said society. If no appearance
be filed on the first day of the term, or if having
appeared, good cause be shewn for the former
failure of violation, it shall be the duty of the
court, upon application of the party injured, to
appoint a day not more remote than ten days,on
which the society shall convene, and conform
in everything to the requirements of this act,
and to the oilier lor this purpose no return %)uli

§4. Ann be It further enacted, hy the acthor-
ity aforesaid, That rf any person claiming to
practice in the said arts, nr in any two or one
ol tlu in, in the fluidity, shall presume to do so,
openly or covertly, not having obtained a cer
tificate of qualification, it shall not bo lawful
for sucli prison to recover in any court of law
or equity in this state, his or her fees or charges
lor services done within the said city of Savan
nah j nor shall it be lawful for any company oi*
copartnership of uncertificotcd persons» and
such person ahall be moreover liable to prose
cution hy indictment in the court of common
rtleua and oyer and terminer of said city, at the

$ 5. And be it further enacted hy the au
thority aforesaid, That no part of this act shall
he so construed us to affect any person or per
sons now practicing, or claiming to practice in
the Mndcity, in the said nrts, or in any two or
one of idem, and now residing in the said city,
or who shall b« engaged in the piaclice of tin
same, or ot any two or one of them therein, on
or before the first day of February next.
§ 6 And be it further enacted by the author
ity aforesaid, That if the Georgia Medical So
ciety shall communicate to tho executive de
partment of this state, on or before tho said
first day of February next, their acceptance of
this act as an act additional to their charter,
and that they are willing to be bound by its
conditions and requirements, this act shall from
thenceforth commence in full and complete
operation, but otherwise shall be totally null
and void: And be it also enacted, that the said
society ahull, before the aaid first day of Fehrtl-
ary, give notice of their said acceptance to the
mayor and aldermen of the said city of Savffte
nah, whose duty it shall be to make said accep
tance public by ad vert i se men t in all the public
gazettes of the snid city, three times a week,
lor the spaco of one calendar month.

ity aforesaid, That in the event of the acr#p.
tance by the suid society of this aot r agreeably
to the aforetaid atetion, this act shall continue
until the first day of January, one thousand
eight hundred and twenty-six, and no longer.

I 'tHE author of the pieces which are to com-
. pose this volume, never anticipated fame or
profit j he merely followed the Impulse of the
moment ( and in no instance ever wrote, us a
tusk, any thing contained in the proposed little
publication f no manuscript, and few printed
copies weru ever retained j and in many cases
these productions ware forgotten by the author,
until recalled to his mind by the public prints,
which have often gratified hitiu.by flattering
notice; but wKch have also frequently annov-
cd him by mutilations, which were extremely
mortifying.
The lust consideration lias inclined him, dur
ing several years, to attempt the proposed col
lection, in order to correct the errors of others,
and rest upon his merits nr demerits.
Disinterestedness is not pretended) the au
thor confysses that a liburul patronage would
uft'ord to him much pecuniary relief; and he ia
the more encouraged to expect this, from the
spontaneous notice, (n the papers ftom Alaba
ma to Maine, of his advertisement ill the Na
tional Intelligencer, notify ing his intention.
The author confides in the tried seal of his
friends throughout the Union, for the promotion
of his interest in this case i und trusts that such
as are so good as to act as agents, will look to
the responsibility and punctuality of subscrib
ers.
This volume will be neatly executed, and is
sue from the press as soon as possible, at the
price of One Dollar— with usual commission to
agents.
