ho practiced on those institutions less limited
in resources, und created by autliority of tho

From nil those causes it is very evident to
your committee, that they nro in subjection
to air urbitnry powor, which mny crush (hem
in the very infancy of their corporate exis
tence. The states must of nooes»jly, either
establish bunks of their own, or they most
depend upon tho branches of the "United
States Imuk for supplying them with paper
curren -v. If it ho right ami proper for them
to establish hanks of tlmir own,it is certain!/
correct that they should have power to afford
them all necessary promotion. Hut this they,
cannot do effectually so long ns there is a
similar institution, having infinitely* greater
resources within thoir lini ; tu r and wholly in-
dependant of their authority. To rely upon
sucji mi institution for a pnpnr medium, or
for commercial facilities, would bo manifestly
unsafe and impolitic, because as it was forct d
upon them without thoir consent, so it may
ho suddenly withdrawn, whether they he will
ing or unwilling. And hence would result
immediate stagnation of business and .de
rangement of commercial ufKiirs. It is cer
tainly contrary to ulljunt conceptions of state
sovereignty, that a powerful inoniod institu
tion should bo established within tlfb juris
dictional limits of any stale without her con
sent, and conducted free f;otn-luir restraint.^
It is, in effect, (duping important public inter-
rats in subjection to Lite whim and cuprice of
thoir united and strenuous efforts to prevent
any enactment to renew the charter of tjie
bank of the United States.

Within one week ' afterwards the bills with
which his draft was purchased, nro preson-
rod by the RranOh bank oftho United States
to tiio bank issuing thorn, and specie demand-
ed in payment. Thus before the note, dis
counted by the latter for tho accommodation
of tlm Savannah merchant, becomes duo, she
will Aavc paid out lbr it, not hor own bills,but
gold and silver coin. Sim will huvo boon

winch, perhaps, three times its amount of pa
per money was issued by tlm unexpected and
premature return of bills, wdiieli have not
been thtice counted since thoir departure.—
2d. Thoro is a great advantage to those
branches,/loin the oxtensivo circulation of
thior bills. An oxanijdo will illustrate the idea.
The western traders, who supply our market
with porit,horses, and other arlijps, when
ubout to loavo tho state, possess themselves
oftho United States money in circulation,
or if cnoCigh cannot bo collected, pureliaso
it frutn the Hank itself, and transport it to
their respective homes; Thus by reason of
its general currency, it is remitted to the
North und East in payment of debts. No
doubt being entertained of its entire sound-
.ness, it may bo continued long in circula
tion at a great Uisianco from thu bank which
issued it. 'Ordinary conmmreiu! transactions
would not give it a homeward direction, in
less lime than ono your. In much less time
howovor, tho bank that issued it will have
rccoived in its stead, bills of our own bunks,
upon which she may either operate profitably,
or, which sho may convert into tmocib at
pleasure to.-the great oppression oftho Jut-
tor ; and there is no mode in which thiu
oppression can be Rucccsftdly resisted. Ex-
tmrienen has conclusively proven, that tho*
united Btatos bank b lls do not acquire gen
eral currency within any one statu—they are
intended for a wider sphere—a sphere in
which minor hanks can exorcise no control
Hd. They derive great advantages from thoir
agency in collecting the revenue oftho Gen
eral Government. All custom house bonds,
and other evidences of dobt belonging to the
General Government, are deposited in tlm
mother bank, or some of ns t ranches, as
their locality may determine, for collection,
and paVment may bo enforced either in thoir
own bills or in specie. The great difficul
ty that always existed, and particularly in

ration, which so far from y ielding hor a rev
enue, actually, oppresses uud impoverishes

states. Tho advocate of its incorporation
predicted, that it would equalize exchange
throtigout tho Union, but no such good, has
resulted.
But there s another viow of tho subject,
more important to the stu»es, and which
should unite them all in opposition to this
overgrown child of the General Government.
Your committee believe tint it is susceptible
ofhoing undo a powerful and dangerous polit

or would unite in nny ono political project.
But it should ho remembered, that communi
ty of interest' superinduces community of
feeling und of principle, and that political ]
powor is always desirable, because it can af i
any time confiir pecuniary emolument. Dan
ger however, is not so much to be apprehen
ded from a sinister movement on tho part
of the directors generally, as from llio tin-
propqjuse, which a corrupt administration
of tho Goncrnl Government uay make oftho
institution. Rociiringto one feature of Uie
charter already noticed, it is manifest that the
directors appointed jjii the pari oftho General
Government, may ami douhlcss will often con
stitute a majority oft ho board assembled lo do-
liberate upon the nfiuirs of the bank—It is
very clear, that on such occasions, any mea
sure, desired by the administration, could

dom of discussion, or at the sovereign au

“ Tho committee, to whom was referred
the correspondence hctwcon the Executive
Department of tiiis St .to and the Secretary
of War, with regard to the condition of the
Creek Indians, beg leave to report, that,
while they approve the policy of the General
Government ill relation to these people, the
subject is not one v/hieli can properly coinc
before the General Assembly of this State,
