Thu inlerwting character of JuJgu Btniuts'j appeal
to the public has induced us to give the whole of it to
the exclusion of much other matter—In our last we gave
the commencement of his correspondence with Mr.
1)lair and a reply. Two more letters on each side fol
lowed, in the first Mr. Bi-HRUM states that attributing
|0 him a declaration that the President disclaimed
through Col. Johnson,any design like that in attributed
to him, ho is misinformed, and that the statement is not
warranted by any declaration ever mode by him—Mr.
Blair replies, that in support of his assertion he has
Cub Johnson’s written declaration, and likewise that he
has belurn him, in the hand writing of the President, a
peper which he read to Messrs. Branch, Isoiiam and
Hi.Hitten, which presented the altitude ho thought it his
du'y to assume in relation to the want of harmony in
his Cabinet ; believing from information he had receiv
ed, that a combination had b»-en entered into, in which
these genllomcn were concerned, to disgrace Major
Ivxton, and to coctce Ins dismission from the Cabinet.
In reply Judge Uerhikn asserts that he has no know
ledge of the ' 'paper in the hand writing qf the Pnsulrnt'
that no such puper was ever read to him, shewn to him
or spoken of to him—Mr. Blair rejoins that he is ex
pressly authorised by Ihe President tu say, that in the
interview with Messrs. Branch, Ingram and Berri
en, that he hold in his hand ami read to them tho paper
from which tho extracts hod been quoted. This sum
mary vull be sufficient to givo the leading subjects which
produced the present appeal.
Tho devulopemenls made by those publications arc
calculated to inspire the must sincere regruts. No fault
.we.think eon bo attributed to Judge Blkrien’sconduct
cither official or otherwise, in relation to the troubles in
the Cabinet. lie evidently sedulously avoided partici
pating in any act that could have produced them, and
has finally been compelled to mako a public appeal, in
consequence of partial statements, hy extracts from tho
correspondence in which he was concerned, which were
calculated to produce erroneous impressions in relation
It his own conduct. Silence under such circumstances
would have been construed into an implied sanction of
their correctness, would have been wan ing in self-res
pect, and unworthy of any high minded and honoruble

—Judge Herhun’s presence in the Cabinet was vulua-
b e to Georgia on many accounts, and we believe the
people of tho fi'ate are loo sensible of the services he bus
rendered, and might yet have rendered, more particu
larly in relation tu (he Indian question, not to join in
these regret.
though somewhat more free than visual: two highly
cstccniod crops of Tennessee have been sold at 9 cents
round, and more of equal quality would find purchasers
if it were in the market—the stock on hand is said to be
of the common quality. Contrary to the opinion gene
rally entertained, it ,is now probable that the whole
stock will be exported this season, as there is now in
port and expected to arrive shipping sufficient m carry
otf the whole, or so much uf it that the remainder will
be unimportant; the present low (when compared with
tho former) rates of freight, offering a much greater in
ducement and facility than was generally anticipated.
Fttighli To Liverpool, the rate remains as last
quoted, for Cotton 3-4d. ; Tobacco has been shipped
lor 1-Sd. per ll>. net. To other pons, the rates liavo
all been reduced, and tho demand for vessels is slack.

last, 24th instant.
It would appear by tho article from the Constitution
alist, that the people of Augusta are not so enthusias
tic in support of the Eatonton Rail Road project, as
they were said to be,—and no wonder, they have too
keen a perception of their own interest to aid in plans
that would destroy them. The Charleston Rail Road
prolonged through Augusta to the interior of Georgia,
would make Augusta a mere place of deposit, for the
benefit of tho two extremities of th>* line ; and is it not
evident that such is the ohjcct 7 The interest of Au
gusta is identified with that o> Savannah in retaining
our trade within ourselves, and every project that tends
to make us tributary to Carolina, should bo discounte
nanced and zealously counteracted—The good of the
state require* it.

The Rail Road infection id spreading
throughout the State with some rapidity.—
Are we not like the boy and the Filberts ?—
We may grasp at too much. Several good
Turnpikes leading in various direction from
the principal cities of the State into the in
terior, might be more within the compass ot
our power, and in the end of more lasting
benefit than the magnificent Rail Roads that
look so finely upon paper. We are the
friends of Internal Improvement, but there is
no subject upon which otir countrymen are
so apt to err, especially are politicians
prone to he misled by extensive schemes pro-
tnising large advantages to the country and
fame to themselves. We hope our citizens
will thoroughly examine the subject before
they give their aid f o plans, from which it may
be hereafter very ifncult to withdraw them
selves. An extensive and complex machine
cun be set in motion by the hand of a child—
when the strength of many men may be re
quired to stuy its veloicity.

July 23.—Cotton—Since our last report holders havi
evinred more anxiety to sell, and in some instances a
reduction of 1 -4 of a cent has been submitted to. The
sales, for tho last threo days, comprise about 750 bales
of Upland at 8 a 10 cents, including one lot inferior at
7 1-8 ; S00 Ncw-Orleans 10 a 11 ; 200 Florida 9 a
10 1-4, including a small lot of Saw Gin at 13 1-2, ami
150 AlalnmasOaU cents—making a total for the
week of 2800 bales.
Rice—The sales of tho week amount to about 450
tirrccs at 3 a 3 1-4 cents. The stock is small.
Cotton Bagging—A small sale of best imported FI ix
Bagging has been made at 17 cents. The low priced
descriptions are not plenty.
Exchange—On London 9 3-4 a 10 per cent prom. ;
on France 5 15 a 5 20.
Extract of a Utter, dated Havre June 2, 1831—In
handing you the enclosed, we beg to wait upon y u with
our latest Prices Current and Review of the Market,
in which we refer you, and have to observe that tran
sactions in Colton of U. S. continue to be very active
—about 1800 bags have been purchased for consump
tion within the last two days. Our rates however huve
not experienced any advance of consequence, which,
considering that our stock hardly now amounts to six
weeks’ consumption, and that but few shipments are
looked for, is rather to be wondered at.—Prices are,
however stitrand some idvance will probably soon be
submitted to.
Both Flow and Rice aie wanted, and an importation
at the present moment would probably pay well.

Cotton.—On hand, inclutivo of all on ship-board not
cleared on tho 21st tnst., a stock of 32,181 bales. The
axles this week have been quite extensive, embracing
within a few thousand bales all that there was in first

bitlo left. Prices hare ruled much nu last quoted,
