THIS POLITICAL OUTLOOK.
It is understood that several New York
members of Congress havo called on tho
Presideut and represented to him that
another attempt at the present time to
ohange the principal officers in tho Now
York custom house would, if suooessful,
very probably result in the loss to tho
Republicans of two or three members of
the House of Representatives from that
State. Such a contingency as this is
looked upon with much dread by the Re
publicans, in view of the hopes which
they profess to have of carrying the next
House of Representatives-
Time only oan tell whether the Prcsidon t
will b guided by the wishes of the New
York members- They have misgivings on
the euhject, and they do not forget that
almost immediately following the oall of
Vioa President Wheeler at the White
House with the written request of the New
York delegation for the retention of the
Golieoter and naval officer the President
sent ia to the Senate new nominations for
thoeoofflees. The President is understood,
however, to ba also of the opinion that
the Republicans may be able to carry the
next House efßepresontativcs. The con
trol of the next House will be of great im
portance to either party. The next Con
gress will have the counting of tho electo
ral vote unless in the >ory doubtful oveut
that some other method than tho present
cnwwiefectoryone ofamawknlng the result.
of the Presidential election shall have
been in the moan line agreed upon. It is
also not at ail improbable that on account
of the close division of parties the next
election for the President may bo thrown
into the House of Representatives. This
will he almost imminent if oa. dilates for
the Presidency are put in the field by the
organisations such as the “rational,” the
“labor party,' oto, which are off shoots
from the twe great parties. It will to a
great stake, then, for which the two
parties will play in thrCongressional
elections next fall, A gain ot only four
teen districts would give tho republicans
control, and they are already calculating
where they may be obtained.

district as a certain gain Two districts in
Tennessee ere put down as gains, and
from Louisiana, Florida end South Caro
lina three or four gains arc counted. The

presented by F. W. Jones, Democrat, is
put down as absolutely certain to return a
Republican next,fall. Several districts in
New York and Pennsylvania, and a dozen
or more irt tho West now represented by
Democrats are transferred to the rtepnb
lioan column. Calculations worked out.

most alluring and plausible appearance,
and unquestionably in the above calcula
tions chickens are counted which will nev
er bo hatched.
But there is this much about it: the
Democrats need not delude thcmselvos
with the idea that they arc to huve an
easy time in retaining ( heir hold of tho
House of Representatives. They have
before them one of (ho hottest encounters
to which they have ever been called in all
the history of their party, ami victory can
only he secured by effort without ceasing.

not gain tho noxt House, the Democrats
will control both branches of Congress,
and will havo the power to determine the
result of tho next Presidential election.
With a Demooratia President installed
in 1880, and that party in full possession
in Congress, the outlook for the Repub
licans would be very gloomy for tho fu
ture, and the probability is that the Re
publican party would cease to exist as a
national organization. Tho political situ
ation is, therefore, one of great interest,
and the approaching Congressional cam
paign will keep both parties on their
mettlo from the beginning to tho end.

the administration are of the opinion that
the next House of Representatives w-il
be called on to elect a President in default
