The Russian Government Is Approach ing a Crisis—The Reverses In Man churia Caused Doubt and the Pro posed Loan to Russia Was Called Off—French Press Is Favorable to Peace and Great Pressure Is to Be Brought to Bear Upon the Cxar, With That In View. Paris, March 15.—The postponement of the Russian loan is definitely con firmed. This Is likely to exert a pow erful Influence towards peace as it is the first time the French ftnancl* r*1 have shown an indisposition to z . ' vance any funds, while the uncertain I ties of war coutinue. The following details of the postponement are from on authoritative source: A committee representing the syndi cate of French underwriters went to St. Petersburg to arrange the condi tione with the minister of finance and a contract was dTawn up for a $120, 000,000 loan, taking the form of treas ury bomb running seven years at s per cent. The contract wan then brought back to Paris for the advance of all the im derwriters. In the* meantime the dis ostrous events In Manchuria naturally aroused doifits on the part of finan clers as to whether Russia should make peace or pursue the war. The Influence of the financial elements wa almost unanimous for peace but Rus tia’a dlstlncllnatlon to consider peaoe appears to have Induced the decision not to proceed with the contract and accordingly the signing of which wa; expected yesterday has been postponed and all the pending negotiations are also postponed. According to the Russian view this does not mean that the negotiations have been broken ofl but merely that they are adjourned as the Russian authorities say the syndl cate holds itself bound towards Russia now os before. However, the circum stances of the adjournment tend to show that the syndicate inclines tc wait tor some definite development of peace before proceeding any fur ther. It Is authoritatively denied In the highest Russian quarters that the French government exercised asy pressure towards preventing the in* crease of French holdings of Russia* securities. Nevertheless It is probable that some members of the gevenment acting individually voiced the pre vailing view that caution was derira hie. Since M. Rouvier has comfci.’.ed in himself the presidency of the coun cil of ministers and the ministry ol finance the government lias indlreotly exerted strong influence on private financial affairs. It is significant that the postponement of the loan is coin cldent with a strong movement of the Influential French press favorable tc peace. Chicago, March 15.—Profoasor Rob ert Francis Harper, of the University of Chicago, who Is director of the ex pedition of tho Oriental Exploration fund now in Assyria, has received a telegram announcing, that the work of excavating tho reins of Bismja, which was suspended lost autumn, Is to be resumed. The dispatch was from Vic tor Persons, engineer la charge, and stated that tire sender started for Bismya from Bagdad on March 9. The excavation was begun Id Decem ber. 1903, ami continued until several months ago when it was bandoned by ; order of the Turkish government. The j permission to resume worn is the re*| suit of Dr. Harper’s recent trip to Constantinople. 1 Bismya, which has been Identified as the Arab of ancient descriptions, is one of the most ancient of Babylonian j cities, and flourished possibly as early at 4,000 or 5.000 years before Christ.
