New York, Oct. 17.—Members of the Isthmian canal commission and board of consulting engineers arrived here today from an inspection of the Panama canal. Chairman Davis, of tho engineers’ board, said that no decision had been reached as to the sea-level plan. He said that board might report Its opinion as to the best kind of canal in two three weeks. Government Crop Report Washington, October 17—The crop bulletin issued by the Agricultural department to-day shows generally favorable weather for gathering cotton during the past week. Light to heavy frosts appeared, but not particularly destructive. Pick' ing cotton is near completion in the Carolinas, Georgia and Florida, and from one-third to one-half of the crop has been gathered in northern portion of central and western districts. THE A. S. St. Petersburg, October 17.—In an encounter to-day between the police and striking printers of the government bureau, forty persons were injured, but none of them seriously.
