New Orleans, Oct. 23.—With the lifting of Hie quarantine by the state of Mississippi, which gives the right to all towns and counties in that state to reopen communication and with a continuance of the cold snap, over both' Louisiana and Miiftlslppl, believed that practically all the reetrkv tkms against travel of Sftaatsalppl have been anxious to raise their quarantines but have been prevented by the state. Now that the state has taken Its hands off all these towns will act immediate, ly. Louisiana and Texas have now re opened intercourse with all non-lnfect- ed towns In the state. This means that all restrictions will shortly be abandoned. Meantime train service to and through Texas will be at once resumed The railroads are acting promptly following the raise of the quarantine and arrangements Are being made to restore all trains that were taken off All the lines have now announetd k>w rates for the president's visit and everything points to a rush of people Into the etty from all over Louisiana and Mississippi for the occasion. Many are already starting for New Orleans and the once deserted hotels and board Ing houses aro filling up. Fivo thea ters, four of which gave double per formances, were open yesterday and the audiences crowded them to the doors New Orleans today Is assuming the aspt*ct of the cnrnlvnl season. Many of the business houses have already be en elalHvratoly decorated for the pre. Ident's visit and with the streets thronged there is no longer evidenco of either fever or quarantine. Tuskegee, Ala., Oct. 24.—This county Is threatened with a first class hanging or maybe a lynching some time in the near future.
