THE GRAND JURY’S
PRESENTMENTS
The Affairs of the County Are Touch-
ed Upon and Some Important Rec
ommendations are Made—Good
Schools Commended and a Board of
Tax Appraisers is Urged.
The following are the presentments
of the grand jury, which were read
In the count room this afternoon and
the Jury discharged:
To His Honor, Robert G. •Mitchell,
Judge of Superior Court of Lowndes
County:
We, the grand Jury, chosen and
sworn for the November term, 1906,
of the superior court of Lowndes coun
ty, Georgia, beg to make the follow?
ing report:
We find the public roads and bridges
of the county in good condition. We
wouild recommend that the county
commissioners continue their work of
claying the public roads, as we deem
it to be of great value to the roads
and to our county. We would also
•recommend that the commutation ‘tax
be spent upon the roads In the sections
of the county where it is collected
os much as possible to do so.
We have inspected the county con
vict camp and find contained therein
one white and twenty-four colored
men, five females, all of whom are In
excellent health, well cared for and
fed. The bunks and their clothing
are in fair condition, the tents being
not so good as might be. W« find
that the negro women are put into the
clay-pits to shovel clay. We would
suggest that they be put at some light
er work. We note that the county
commissioners hare ordered
camp cars to be used for the convicts.
One hps already arrived and the others
will soon be here. We think this to
he the best thing for the care of our
convicts.
We find the county poor farm build
ings to be In bad condition. This
we deem to be sadly neglected, due to
the fact that the county commission
ers have contempilated making
change in the location of the poor
farm. We would recommend that
the county commissioners put the poor
fA*m buildings in good condition at
<pce, purchase a new cook stove and
put the well in good order, and have
done whatever is needed to put it In
a condition that will make it altogeth
er comfortable.
We And the court house is kept in
about as good condition as one Jnn-
have been so thoroughly audited tor
the past four years by the Hon. T. S.
McKey, who was appointed by the last
grand Jury for this purixjse, that there
was nothing for this Jury to do but
accept this concise statement of afll
the county’s taxes. We think that
Mr. McKey has rendered this coun
ty great service and we desire to take
this opportunity to thank him. We
recommend that lie be paid $250 for
this efficient work. We also contin
ue him as auditor of all of the books
of the county officials until the May
term of the court next year, he to
make another rejtort at that time.
Hon. C. L. Smith, county school
commissioner appeared before our body
giving the Jury some valuable da:a
and Information as to the work which
the school board Is doing in our coun
ty. We desire to thank him for his
efficient work and to congratulate the
people of the county upon the interest
which they are manifesting in the
cause of education, which we look
upon as being one of the best meth
ods of inculcating law, order and mor
ality in the rising generation. We
also recommend the following reso
lutions:
“Be it resolved by the grand Jury
of Lowndes county that we deem it
wise and expedient that the schools
of the county be absolutely free to all
the children of the country and that
said schools bo put on a permanent
and substantial basis
“We befiieve this can be done by
levying a small local tax to supple
ment the public school funds received
from the state, and we, therefore, rec
ommend that the question of levying
a local tax for the county be submit
ted to a vote of the people, at
early a date as practicable, and that
the people of the county be aillowed
the privilege of deciding this question
for themselves in an election to be
held for that purpose, as provided by
law.”
“Be it resolved further by the grand
jury of Lowndes county and It Is
hereby determined by the said grand
Jury, that the proportionate part of
the net hire of convicts for Lowndes
county be and the same Is hereby ap-
801110 propriated to the common schools of
said county, as provided In section
4 of the acts of 1903, page 70.”
The grand jury having it brought to
its attention that one of the colored
prisoners In the county Jail is now suf
fering from injuries caused by cruel
whipping at the county convict camp,
tills grand jury would record Its con
demnation of Inhuman acts in the
treatment of convicts, and we desire
that the county commissioners give
the superintendent of the. convict
camps rigid 'Instructions on, this line.
We deem it right and proper to main
tain discipline, but cruelty and Inhu
man treatment will not be tolerated
by the people of Lowndes county.

The report came from Atlanta last
night that the supremo court will not
consider the latest motion which At
torney Cooper hag made in the Raw
lings case, which was to set aside the
verdiots on account of the fact that
the records did not show that ithe men
were present during the trial and at
the time that sentences were passed.
This means that the case stands
just where it was before the motion
was made—the sentence to he execu-
ed next Tuesday.
It seems now that Cooper’s only
chance is to appeal to the par
don board and he may do that. He
said while here this week that that
was the last resort. He ailso intimat
ed that the governor would have to
to grant a respite for the man In
case he should appeal to that body.
The court officials here do not ap
pear to believe that the board of
pardons will take hold of the case
now, especially since they have the
case of the boys under consideration.
All of the appearances seem to In
dicate that Rawlings will be hanged
next Tuesday, together with Alf
Moore. Cooper’s next move in the
case, though, will be watched with
Interest—whether It amounts to any
thing or not.
