this city today and will continue un
til Friday, concluding Friday night
wth the annual banquet at tha New
Washington hotel.. Between three
and four hundred member* of the as
sociation and Invited guests were pres
ent at the opening. A feature of the,

distinguished Canadian Jurists pres
ent The hall In which the associa
tion met was tastefully decorated for
the occasslon.
The session opened with addresses
of welcome delivered on behalf of
the state of Washington and the City
of Seattle.. The exchange of greet
ings was followed by the addreas of
the the president, J. M. Dickson, of
Chicago, who took as his subject
"Changes In Statute Law.” The re
mainder of the session was occupied
with the appointment of the usual
committees end other business of a
routine character.
For tonight’s session the progrmtne
Includes a paper on "National Pro
gression and the Increasing Responsi

Admiralty Jurisdiction by Judicial
Interpretation."

One of the most Important matters
which will he considered at the meet
ings will he the report of the special
committee appointed by the conven
tion at Portland last year to suggeet
remedies and draft proposed lawn to
prevent delay and unnecessary eoat
In litigation. This report, which un
doubtedly will be followed by a long
nnd lively dlscuaslon, opena with e
statement that the existing evil which
seems most serious to the committee
Is the disposition In many Jurisdic
tions to dispose of appeals, or writs
of error, both In civil and criminal
cases, upon technical grounds, and
not to decide them upon the merits.
The unrestricted right to a writ of
error In criminal cases Is character
lsed by the committee os a flagrant
abuse In Judicial procedure. "Theee
writs,” the report adds, “are constant;
ly sued out only for de’ay. The pun
ishment of notorloua crlmlnel* thue
It constantly being postponed In vio
lation of every principle of Juitlce.
Thla la especially flagrant In the su
ing out of writs of error from the
Supreme Court of the United States
to review the decision of the highest
courts of criminal Jurisdiction In the
several states. We recommend that
no writ of error returnable in crim
inal case* to the Supreme Court of
the United States should be oilowri
unless a Justice of that court shall
certify that there la probable cause
to believe that the defendant was
unjustly convicted.”
In support of this recommendation
the report of the committee Quotes
an address of Andrew D. White, ta

A Large Number of Mills That were
Shut Down for Montha Have Start

Eaat do not Take Kindly to the
Higher Ratings.
A dispatch from Savannah, In re
gard to the lumber market and oon-
dltlona, says:
"The past week In the local lum
ber market was productive of a gen
eral stiffening all along the line as
regarding the attitude of the Interior
mill men toward the brokerage and
-wholesale houses and It la now again
matter of considerable difficulty
In placing contracts for material.
'A large number of the mills shut
down for montha have again started
operations but these Interests are
strictly In line with th© mills which
have continued to- run through the
recent dull times in the lumber mar
kets and~wtll not accept orders from
the middlemen . Most of the lumber
firms hare buyers on the road hut It
Is hard to place contracts In the In
terior and consequently considerable
cautlen in closing contracts with buy-"
ers elsewhere Is being exercised.
The main trouble In the interior
so far as apparently authentic re
ports show, is that the woods are In
very wet, bad shape and it is rather
hard to get timber to the mills. Aside
from this fact, however, the country
men are rather Indifferent to the of
fers made and in fact will not con
sider anything below the higher
scale of prices recently Issued by
the Georgta-Florida Saw Mill Assoct-
atlon.
'The lumbermen of the North and
East as a matter of course, do not
take kindly to the higher ratings,
quoted and their inquiries tor the
moat part are In the values establish
ed tor a basis by the recent meeting
of the Ghorgla-Florida Association.
"To date no meeting of the lumber
committee of the Board of Trade has
been called tor the purpose 6f con-
aldering the recently announced In
crease In ocean freights via. the Une*
of the Merchants & MJgfl* Transpor
tation Company. A prominent mem
ber of the committee said £ few days
ago, however, that ttiere would be
•something doing' between the lum
bermen and steamship officials before
the Increase became effective and
from this It might safely be stated
that the lumbermen will oppose to
a strenuous degree the Increased
rates announced to become effective
October first."
