YESTERDAY.
Iasi Meeting of the Year Was
Held and Reports Made.

The meeting of the mayor
<ounctl yesterday /afternoon was ad
tended by the full board. It was
the last meeting of the present
fiscal year and reports were made by
all of the different committees, show
log the work that had ben done
during the year. These reports are
of much interst and they will he
published from day to day In The
Times.
The first and most Important re
port was that of the Finance Com
mittee which Is published In another
column of this issue. The—report
shows that the city has Just about
met the expenses of the ^ear and
that little, If any, was put upon the
old debt, though a snug sum wis
turned to the sinking fund and there
ore amounts due the city that will
make conditions better by four or
Are thousand dollars than they were
a year ago.
The different departments have
kept within the budget except the
street department. The Increase
there was due to extra work at ma
cadamizing Hill avenue to the cot
ton warehouse, Patterson and Ashle>
streets north. Chairman Marti"
made an excellent report and It will
|>e .published tomorrow or next day.
The lire and light commltteo and
the water works committee made
good reports from both of those de
partments. The city used about
twenty five percent more water last
year than the year befor, but It was
secured at less cost than the pre
vious year. The fire department
was also shown to be In good Shape,
its efficiency being of the highest
order.
In the police department, there
has been a large falling off

Clerk Newman’s Resignation Again.
Something of a surprise was
sprung on the council yesterday af
ternoon when Councilman Coffee an
nounced that City Clerk Newman
wanted to reenter bis resignation
to take effect soon. He said that
bis bond expires on the 17th instant
and he docs flat wish to renew it.
He also stated that his private busi
ness needs bis attention.
The matter of selecting his suc
cessor was taken up. Mr. Norwood
Holcomb was nominated and was
elected, though there were one or
two other applicants for the place
Come of the friends of former Clerk
Ablal Varnedoe had presented his
name for the place, his record for
competency having -been a very
fine one, and there was a strong dis
position among his IHends on the
board to elect him, but his name
was withdrawn at his own request
He stated that he was not a candi
date for the place.
Mr. Holcomb’s term of office be
gins on the 10th instant, though
City Clerk Newman will remain In
the office with, him until the 17th,
or. even later, until he fully ac
quaints himself with the details of
the office.
The present council rounded up a
record yesterday that is hard to
beat, as far as attendance Is con
cerned. There has^pot been an ab
sentee at a regular meeting during
the year. Mayor Roberts was absent
at one meeting, being out of the
city.

Other Matters Taken up.
* , A number of -other matters were
taken up, and discussed, among them
being some plan by which more per
manent work can be done. The
water mains and sewers need to he
extended, the side walks need to be
improved in a permanent way, and
there are other maters of a perma
nent nature to be raken up, provid
ed the city Is to keep going toward’
There Is a debt of something like
110.000. which has been hanging on
for two or three years. That debt
was Incurred in buying new machin
ery at the water works and In put
ting In the Oamewell Fire Alarm
system. At that time the city was
receiving (10,000 a year from liquor
license, which has been cut off and
the recorder’s court was alto on
better paying basis than at present,
it was, therefore, expected that this
debt would be cancelled In two
years. With the present receipts. It
will not be cancelled until the city
shuts off every other item of ex
pense for a year or two, which can
not be done.
The finance committee. In its re
port, recommended an Increace in
revenues and Mayor Roberts sugges
ted a bond Issue of t45.000 or (50,-
000 to make seme neefl»d Ir move
ments of a permanent nature. There

the bank, in the meantime, the'
problem b -Vngs to the citizens. The
mayor and councllmen, solicit the
-Counsel and advice of all who are In
terested la the city’s welfare and
future.
Two Ord
An ordinance was passed yester
day restricting the speed of automo
biles In the city. There waa an old
ordinance, passed In 1004, limiting
the'speed to six miles an hour In the
city. The ordinance yesterday rail
es the limit to ten miles an hour
outside of the Are or paved districts’
’ but holding It to six miles an hour
In the business section. The ordi
nance was Intended to put a check
on reckless automobtltng in the city
and It is to be enforced.
Another ordinance was adopted for
the appointment of a building com
mittee to see that every house erec
ted in the city hereafter shall have
more attention paid to Its flues, and
to determine also other matters re
garding erection of buildings. Chief
Brooke, of the Are department, was
to Condemn chimneys,
Three Negroes Arrested this Morn
ing for Fighting In City.
It was thought that the proximity
of the chain gang to the colored
quarters and the passing back and
forth of the convicts in their stripe 0
clothes would have a deterrent
effect upon that class which has
been raising rough houses at times,
but it does nq good.
Only Monday a local Colored duda
was put upon the gang tor lighting
or for some other infraction of the
town laws. He kicked on wearing
stripes, but the Superintendent
slsted that he would have to do so,
and he donned them. Today bis
friends were making ^efforts to pay
hie. fine-and they were declaring tha*
(he chain gang would end
iu town.
But they reckoned unwisely. At
the very minute that they were talk
ing, Officer Hill was rqpndlng up a
bevy of fighters. Cherry Lewis and
Kate Jackson were both pulled for
fighting,a negro girl on Troup street
opposite J. Black’s residence. Kate
gave a bond of $10, hut Lewis was
placed in prison.
Howard Williams, another negro
was arrested accused of heating his
wife. He resides In Wlsenbaker
lane. His bond was Axed at $20
All of hese offenders will have to
appear before Recorder Varnedoe
next Monday and explain matters to
him.

Its Report to the Mayor and
Council Yesterday Afternoon
Valdosta, Ga., Feb. 1, ’09.
To the Hon. Mayor and Council,
City of Valdosta, Ga.
Gentlemen: We, the finance com
mittee beg to submit herewith re*
port showing the receipts and dis
bursements of the city for the cur
rent year, and also a statement of
the current assets and liabilities of
the city which shows that the cur
rent Indebtedness has been reduced
this year out of the accounts and
etc., turned over to the present ad
ministration. This report shows
the imperative need of raising the
revenues of the city ss the receipts
are not sufficient to meet the cur
rent expenses and pay off this in
debtedness. While we would recom
mend that the proper steps be ta
ken to have the next session of the
legislature authorise ns to raise the
tax rate we would also recommend
that the most rigid economy he
practiced In every departmen as this
will be necessary to reduce the
floating Indebtedness of tbe city.
We further recommend that here
after all purchases except for the
actual running expenses of apy
partment be acted on by the council
as a whole before contract is made.

the past few daya that the convict
gang was taken from the Dukes Bay
canal and put to work on Patterson
street near the canal. The street Is
to be clayed from the Gcorgltr South

Isaac Bowen is the name of a lit
tle negro, fourteen years old and
small for his age, who confessea co
almost Innumerable thefts.
■He was arrested this morning and
turned over to Officer Hill. The boy
has been working for J. Black, but
waa formerly a trusted employe of
.161 Joe Marks. It Is said that Mr
Marks was so confldent of the boy’s
honesty that he used to leave him In
charge of his store for an hour at a
time, or until some of the clerks
would return from their meals.
While working for Mr. Black, the
boy slipped a pair of patent leather
shoes and hid them, expecting to
get them later. The shoes were put
back upon the shelf and were watch
edf Later on, they disappeared
again. That was last Saturday.
Ti#t night tbe boy was discharged
because he was suspected of theft
This mornlpg Mr. Leo Marks sent
for him and began to qulzz him.
Finally the boy admitted stealing
shoe strings. Later, he eonfessed
to taking socks and ties. Later on,
be admitted taking shoes and shirts-
During his confession, he said that
he had taken gloves and many smal’
articles from Mr. Marks’ store.
He said that he did not ateal the
shoes from Mr. Black last Saturday,
but that he hid them expecting to
get them later. He went to Black’s
store and found the ahofea where he
hid them. He said that a negro
brick mason had promised him $2 If
ho would get the shoes and that ha
waa going to take them for him.
Officer Hill took the boy In charge
and’ was trying to get him to .point
out . tbe older negro for whom he
wds_golng to steal the shoes. The

Officers From Laurens and Lowndes
Went to Kinder leu After him.

Mitchell Henley, a Laurens coun
ty negro, waa arrested yesterday af
ternoon at Kinder Lou by Deputy
Sheriff Washington, of Lowndes
counJy and Doputy Sheriff Lewis of
Laureus county.
The negro was wanted by th« au
thorities of Laurens on three* or
four charges. He had been arrest
ed In that county and was out on
bond, but had skipped out and left
his bondsmen In the suds. He had
been gone two or thre weeks, when
he was located In 1-owndes.
Yeaterduy Deputy Lewis came
down from Dublin aud he and Dep
uty Washington went ofH to Kinder
Lou to look for Mm.
They were passing Mr. Will Mc-
Ree's place when Officer Lewis
thought he haw the negro near the
barn.* He was not sure, however,
and as they were passing near-by
the negro discovered tbem and ran
Into tbe barn. Deputy Lewis then
knew him by a peculiar walk he has.
They went Into the -barn and got
him but the negro said he would
die before he would be handcuffed.
He did not die, however, and was
handcuffed alright.
Deputy Lewis left with his prlaoa-
er for Dublin, whore*he will be tried
on a number of ebatges.

The mule was kicked by one of
the horses out at the park, with the

was broken.
