Cause of the Runaway.
In the sconnt given In The Times
yesterday of the runaway In which
Mr. M. E. Brown, of Kinder Lon was
Injured. It was stated that the bone
became frightened at s street car.
The street car people deny this
and say tffe car was up about the Cen
tral avenue crossing at the time of
the runaway.
The reporter was not on the
ground and did not tee the runaway,
but he went to Mr. Brown and In
answer to a question as to the cense,
Mr. Brown said the horse became
frightened at the street car, stating
farther, that this wag The only thing
the animal was afraid of. That ex
plains the reason why the statement
appeared.
She was Pleasantly Surprised.

Settlement of Duke’s Bay Drain
age Still Hanging Fire
One of the Important matters
which It I* presumed wil come up for
disposition, at the meeting of the
city council this afternoon, is the col
lection of tha balance of ths money
due by property ownen on the Duke’s
Bay drainage, which has been hang
ing fire for several months.
It Is understood that between
21,200 and $1,600 remains unpaid on
the cost of the work. Various reasons
are given by the owner* of the land
n and around the Bay, for declining
to pay the amounts assessed against
them. A few of them did not want
the work done at all and assert that
their property hot not been benefit
ed or Increased In value by the ditch
es which were dug. Others object to
the manner In which the assessment
was- mads, and say that it was not
a fair and equitable arrangement At
leant one man atntes that instead of
draining hki land, the canal haa
sesrved to carry more water on it, ard
under that contention ho rery nat
urally refute to pay.
There ire more than a dozen land
owners In that section who have not
yet paid their assessments, ths amount
against them ranging from upwards
of $4.00 to $6.00 or $10.00. Some of
the assessments were paid promptly
on the completion of the work, and
the quesUon now comes up before
the eoumjl whether It can afford to
change the method of settling with
the other property owners, granting
of course If they should determine to
make any change In the method of
the assessment
The Times does not. know anything
about the merits of tbs differences
which exist between the property
owners and the council. Some of tbs
former who have expressed t!
selves do not seem averse to paying
what they consider a fair proportion
ot thHwbrk, bnt tha fact ram
that they have not paid yet and a
lawsuit seams likely to be tha re
sult of the differences.
It Is possible that soma arrange
ment or compromise may be effected
at the masting of tha council this af
ternoon, and the affair settled to the
satisfaction of all parties,
