Illinois Legislature and Min
nesota Reform Republicans
Meet Today.
Springfield, III., Jan. 4.—The foe
' ty-sevonth Illinois legislature eo»-
vened todar under conditions that
promise more for the public welfare
than any session of recent years
With ring rule abolished the pros
pects are ongnt tor the enactment
ef many laws the passage of which
for years has been blocked by the
politicians.
Civil service extension, the Initia
tive and referendum, a corrupt prac
tises act, changes In the election
laws' to minimise frauds, amend-
. meats to the commission form of
government act, employers’ liability
legislation, revision of the coal min
ing laws, and the Improvement of
the waterways are asong the Impor
tant matters that will receive at
tention. t-
Tho biggest political fight In the
session Is expected to come over the
reappointment of the state Into new
congressional and senatorial dis
tricts and another sharp contest Is
expected over the question of county
option.
Republicans Form Principles.

by Its promotors as "the first polltl

A DEADLOCK
IS PREDICTED
Two Republican* and One
Democrat Are in the Race to
Succeed Aldrich.
Providence, P. I, Jan. 4.—-With
two Republicans and a Democratic
candidate In the field for United
States senator to succeed Nelson W.
Aldrich, present lndlcaUons point to
another deadlock In the Rhode Is
land legislature now In session, un
less there Is a marked change In the
attitude of the Republican major
ity. The Republican candidates are
Henry F. Llppett, one of the lead
ing woolen manufacturers of the
country, and Judge Le Baron B. Colt
of the United States Circuit Court,
a brother of Col. Samuel P. Coll,
president of the United States Rub
ber Company. The Democratic can
didate Is Judge Arthur L. Brown of
the United States District Court,
who has received the Indorsement
of the Democratic State convention
as well as the Democratic members
of the legislature.
To all appearances the strength
of Ltpplft and Colt, the Republican
aspirants. Is about equally divided.
Ltppltt Is regarded as the machine
candidate, while Colt has the In
dorsement of the progressive or in
surgent wing of the Republican
party. Llppltt Is the choice of Sen
ator Aldrich and also has the back
ing of a majority of the members o,
the state committee. Whether this
will help or hinder, his candidacy Is
a disputed question. Judge Colt ap
pears to have Increased his strength
within the past few weeks and ap
parently has sufficient strength to
indicate a deadlock should all the
Democrats stand for Judge Brown
on every ballot
