The meeting of the Mayor end
Coucil on Tuesday night waa one ol
the llvelleBt meeting* that baa been
held In a long time. The meeting
waa harmonious and there waa no
•arlous clashes among the members,
hut all of them had out their ham
mers and were playing the anvil
chorus at a lively rate.
The police department, the record
er and other departmenta came In
for a lot of hammering. There was
general cdmplalnt about violations
of various ordinances, and especial-
, ly the speed law by autolsta. It was
aald that Patterson street and other
streets of the city are being made a
regular; race course and that there
Is serious danger that some of the
police officers may be run over and
killed Iby some of the reckless au
tolsta.
The policemen make complaint

any party who cannot give a good
bond for the proper conduct of hie
business. License will not be Issued
to-habitual drinkers and the ordi
nance prohibits loitering around the
saloons or disorderly conduct In
them.

In Chief Dampler’s report to the
council he urged the atrlcteat regu
lation of the business and also the
raising of the license. The license
was raised from |360 to 1500 a
year.
The council will have another
meeting later In the month to pass
the ordinance regulating the near
beer business, it was agreed last
night that only one license shall be
laaued to one man or one Arm to do
a retail business, though the same
Arm may secure a license to do a
wholesale business. The Idea of
this ordinance la to make every man
staged in the business responsible
for Its proper conduct and not have
the license farmed out to people who
are irresponsible and who have no
bonds to make them do the right
thing.
Applications were received from
fourteen different dealers last night,
but two or three of them were turn
ed down. The council refused to
grant a license tor a near beer sa-

Prof. R. H. Powell, who was eleotr
ed on yesterday as the head of the
Normal College at Valdosta Is one
of the best known'educators In the
state of Georgia. The following
chronological sketch of him will
show the work In which he has been
engaged, as well as his career aa a
pupil In school and at college:

FUNERAL OF MR. SHIELDS. .
It Occurred This Afternoon at the
Cemetery Near Dasher Station.
(From Wednesday's Dally.)
The funeral of Mr. L. S. Shields,
who died yesterday afternoon at the
Bellevlew Hospital, after an lllneia
of two or three weeks, occurred this
afternoon at the cemetery near
Dasher Station.
The funeral . procession left the
family home In this city about noon
and went to, the grave yard where
the service and Interment took
place. A brother of Mr, Shields
was expected on the afternoon train
from North Oaroltjia and the funeral
was delayed until he could arrive.
Undertaker J. P. Ulmer had charge
ot the funeral arrangements and the
pall bearers were friends ot the de
ceased In the Dasher district.
Mr. Shields waa between forty
and Atty years of age and la sur
vived by a wife and Ave children,
two of whom were children by a
former marriage. His first wife was
a daughter of the late Lewie Roberta
ot Echols county, and hla second
wife la a daughter of Mr. R. Z.
Wisenbaker, of the Dasher district.
Mr. Shields was a native of Pitt
county, N, C., and came to this sec
tion when he was a young man. He
resided In Echols county for some
time, married there and afterwards
moved to Jasper where be remained
in business (or several years. Then
he moved to Valdosta and entered
the mercantile business here.
After retiring from butlnea# he
engaged in trading, farming and van
rloue lines. He waa a good trader
and a bard worker. He owned sev
eral places of valuable property .and
was In very good Ananolal condition!
at the time of hla death.
Ha had been In bad health for
several months and It was thought
that an operation would rollers his
trouble .hut tt did not do so.
Mr. Shields had a grant

thise with his bereaved family.
