_ia_ Education, as it is generally conducted in

confined lo the communication of knowledge,

PROPOSALS.
gflOR publishing in die City ol Washington.
jSL by E. S. DA VIS, ofSctuh Carolina, a tri
weekly paper, called
THE EXAMINER.
j Tho editor is fully sensible of the dillii ultv aud
responsibility, which,at all limes present them
selves, in an undertaking of this kiud; and more
particularly since the introduction of a new polit
ical heresy.
The Editor is. moreover, aware of the turmoil
and perplexity of the vocation lie is about to as
sume; but he feels as every patriot should feel,
when he perceives the approaching danger of a
/ dissolution of iho, Union, and the destruction of
the free institutions ol this great Republic, that it
is his duty to vindicate aud sustain the rights of
the people, and expose to public gaze the intri
gues aud duplicity of selfish unit deriguiiig men.
The editor will support the present admitiistrn-
ion. He is personally and politically the friend
of the Chief Magistrate, lie believes no man,
except Gen. Washington, ever possessed in so
great a degree the confidence of the American
people, aud surely no man ever better deserved it.
The eminent difficulty, aitbis time, to asccrtair
the political tenets of certain aspirants, in rela
tion to many great iiational questions, venders it
necessary that the Editor should here remark,
that he holds the doctrines of the late Proclama
tion of the President of the United States to bo
strictly orthodox, and such as were entertained
and inculcated by the immortal Washington. On
these doctrines will depend the future destiny of
this great Confederacy.
The Exsmi.vkr will he open to a full, fearless,
but decorous discussion of ail matters relating to
the affairs of the nation, the public couiluct of
public men, and tbo exposition of every tnal-prac-
licc in office.
On the question of the Bank the Editor has
reflected much: and as he is not indebted to that
institution for loans, or any other favor, he will
he pardoned when he states that it is his opinion
the fiscal relations of the Government and Conn
cry require a Bank of some sort; but whether
the present be the best, or whether it should ho
modified, will ho the subjec* of future discussiou.
As regart* the question of domestic industry,
the Editor < no with much sincerity declare, that
ho believes nothing tends more to improve, adorn
ami enrich t ie country, than the laudable exertion
of our manufacturers.
The skill, the capital, and untirin~ enterprise
which are now employed in the elaboration of
the various productions of the soil, will, at no ve
ry distant period, make us o’tfe of the most flour
ishing and independent nations on enrth.
Nature appears to have bestowed upon us
whit she has refused to every, other pcoplo; a
country embracing all the variety of climate anti
soil, and yielding all the various productions of
the earth, nccessaiy to tho comfort of man.

The friends 01 Georgia must look to the re
moval ol tiie Cherokee* with increasing inter
est; nothing, Connected with this subject Can bo
more desirable to them, titan that they si -aid
leave our limits for a place more suited to
their inode of life.
The enrolling agents, Major Curry and Co
lonel Hardin, aro actively engaged; the for
mer, however, has for some time been render
ed unfit lor the arduous duties ofhis office, by-
indisposition, this circumstance has consequent
ly thrown an undue weigfii of toil on the latter.
Some facts that we published a short time
since, relating to the Cherokee reserves, seem
to have excited considerable interest amongst
that ciass. Upon further research, it is discov-
oredthat about two thousand individuals bf
that part of this tribe, now in Georgia, have
heretofore enrolled for the West, while Gover
nor M’Minn was agent, and under the stipula
tion?* of the Treaty of 1817; they received up
wards of nine thousand dollars for ihrir im
provements besides Guns, Blankets, Kettles,
Traps, «fcc. and yet they incumber some of
the best lands in this section of the state, and
yet the drawers of these lauds are forbid their
enjoyment. Although we see in this act of
j Georgia the utmost forbearance and indul-
; gcncfc towards this numerous class of Chero-
j lu es, yet do these same individuals join the
j enemies of Georgia and are loud in their re
proach, jeers ar.d charges; wc hope Georgia:
will no longer do injustice to her white citizens
for the gratification of her red enemies.
The incumbents to whom we have reference;
! begin to discover much uneasiness about their
• situations; they suppose, very reasonably,
that Georgia will authorise the issuing grants
fot the lands they occupy, in which event their
stay herg will be short.
It-Till be the duty of every member of the etfe
suing Legislature to be well informed upon this
very interesting topic; we wish no injustice
done to a solitary individual of the Cherokco
tribe by an over-anxiety to put the drawer in
possession of his property, on the other hand
we believtr that grants should issue for all tracts
of lhe description we have, been contemplating.
There is another class of persons connected
to tiiis tribe, we mean white men having Indian
families, tlm will require to bo more particu
larly noticed by the Legislature. It has been
adjudged that “if a person is an Indian for one.
ho must bo an Indian for all purposes,” it so, a
white man having an Indian wife cannot be a
witness in any case in which a whim man is a
party, hence he is incompetent to hold an offico,
to serve on juries, to vote at elections, to pay
taxes or to be called upon'to perform any duty
or exercise any privilege, common to the citi
zens of Georgia. If, however, they are not
to be considered as Indians, then should grants
he issued for the lands upon which they havq
intruded; hitherto, we belive they have only
been considered as Indians for the purpose of
holding land.
The enrolling goes on prosperously, the en
rollment of a large number of parsons and fam
ilies, amongst whom are some important indi
viduals, in the northern and eastern parts of
the circuit, is much beyond what was expect

The Captain who was something of a wag,

Ilis stentorian voide awakened the watch,
